Ice/Storm Corrupter Sounds Good, Is It?
your build looks solid (and less expensive than the one i was going for on my guy)
i have an ice/storm/mu corr right now, its really good dmg
freezing rain + ice storm + aim + blizzard = dead mob
that combo alone can wipe a mob within a few sec of placing blizzard due to the debuffs from freezing rain
if you want i can post my future planned build for when i finish my guy off (its expensive but im patient lol)
Go for it. I usually plan things out for a character before making them, and then adjust as play experience dictates. It's always good to see what other people come up with, too. I'm guessing I'll want Power Sink, too: there are times where I debate if I want Consume on my Earth/Storm Controller via his APPs.
I may have to play with it if I think I need more defense or not. ~30% ranged works well on my Earth/Storm Controller and my Blasters, but there isn't as much KB and -to hit in Ice/Storm as my other combos. Though I can add in Hurricane if it seems like I need it (though the end use on this build is worrying already).

i got powersink to recovery after using the nuke combo, and i also went more with slows than -tohit. i basically built my toon for pure dmg with -rech and slows to support (i got stuff in there too like the holds and the stun and hurricane for control of melee mobs). i also got conserve power for end help when running snow storm and hurricane. currently im only partially slotted with cheaper sets and SOs

Yeah... never going to get that expensive, I think. I may one day slot a proc or two (if they ever drop for me), but until I have scads of extra cash laying about, it isn't going to happen. I have too many alts and even alt builds going to really afford Purples. Which is just fine: glad you're more patient than me (though I did have to wait a month or so for one recipe).
I think I'll leave Hurricane in the wings to substitute if it seems I need it, at this point. Unless someone else has some opinion on the better? *winks and nudges the Corrupter crowd*

My planned build has no defense but maybe you can get something out of it - I went for recharge, I put the purp pet set in Tornado but it's not really needed. Also I think it's a waste to slot Ice Storm for slow, it does great damage especially with scourge - I'd also slot power sink with 2 endmod/recharges in your build:

Nectotech, a few build tips:
Swap the Entropic Chaos in Ice Bolt for Decimations. Decis give much better set bonuses, enh values and the heal proc is unfortunately garbage.
Swap the Kinetic Crashes from Lightning Storm to Gale. Frankenslot it for dam/end/recharge. Thunderstrike and Devastations are great for this, especially with the Devastation hold proc. Some acc is good too, but Freezing Rain takes care of most of the accuracy issues.
Take a slot from Snow Storm, it only needs 3-4 slots. 2 end rdx, 1-2 slows.
Move the Ragnaroks from Blizzard to Ice Storm and swap the Ragnarok Damage for the KD proc. Put a 6 slot of recharge into Blizzard. This means you'll have more mitigation using Ice Storm, (Blizzard already has KD by itself and most stuff you use it on will die anyway so the extra mitigation would be overkill).
Take the Regenerative Tissue proc out of Health, it provides very little benefit to a character without significant +hp.
For Freezing Rain, I'd recommend you redo the slotting. You're not getting nearly enough recharge out of it and for slowing stuff you have Snow Storm. Put in an Achilles proc and then frankenslot to get the best values you can for the recharge, end redux and defense debuff (in that order).
In BiB, swap the Apoc Damage for the proc. The Apoc set by itself brings you to the ED cap so the proc will benefit you more.
Swap the BU proc in Aim for a recharge. Better to have Aim up faster than having a chance for a small BU effect when you use it.
You can drop Bitter Freeze Ray, you can easily hold a boss with Freeze Ray and the long animation is a killer. If you're just taking it for the recharge bonuses then you'd be better off grabbing Combat Jumping for a LotG 7.5 and more mobility.
Pick up Steamy Mist, plz. Actually, pick up Steamy Mist where you've got Bitter Freeze Ray.
In Power Sink, frankenslot 2 end/recharges. Getting more endurance consistently and having it recharge faster is better.
Also don't skip Hurricane. The sound can be annoying but it's a fantastic power, both for debuffing and mob positioning. More info in my Storm guide in my sig. /shameless plug :3

I personally don't use Hurricane much on my Earth/Storm because of the end costs, and that I don't usually need it. There is a lot more KD and -to hit in Earth/Storm than Cold/Storm, however, so I'll see if I need it. I can see it being more useful than Thunderclap at this point... I thought Thunderclap had a chance at Mag 3 disorient, but I must be getting it confused with the Peacebringer power, which is too bad. A chance is better than always being Mag 2.
Never sure if it's better to slot Power Sink style powers with some end reducs as well as end mod... seems like the effect will be better overall if you don't need to use so much endurance in the first place. But then getting it via an epic pool means it takes a lot longer to recharge, so I dunno.

the actual IOs ill be using will vary slightly (like the purp sets ill use whatever i get first)
i still took hurricane for slotting purposes and for AV fights, but i hardly use it otherwise

it's not Ice, but it's something you can work from if you want to go for a defense based build, my Fire/Storm is soft capped to s/l defense. Though depending on what you do with Ice Blast, I think you can still soft cap ranged defense. Though you might want a travel power cause this build uses Fitness, Sprint and Ninja Run

I'm working on a storm/ice def. Thinking about a corruptor. If Its half as nasty as the def it will destroy mobs on a budget. I haven't created my corruptor on mids yet, but I can post my def if you like.

I've already deviated from the above build and picked up Frost Breath at 4 or 6... I wanted the AOE on the teams I seem to be rolling with. I think it was a good choice. I'm loving the slows already... you can just see the mobs slowing down even further when Snow Storm is on them, then you hit them with Frost Breath. It's fun to see the effect you have.

I'm thinking of giving a Corrupter a go soon, and I'm trying to find something I will like. I know I generally don't like buffing powersets (applying shields really gets old for me... but I like "sticking it" to the mobs with damage or debuffs), so Ice/Storm sounds pretty good to me. I do have an Earth/Storm Controller, so I know that I find Storm to be a fun set.
It does feel a little light on the AOE damage, but the slows and holds seem like they will make this build quite useful on teams and soloing small mobs. I'll toss up the build I'm thinking of going with (I don't really go into Purple sets, FYI), but feel free to let me know what you think of the combo. Is it as good as it seems it would be?
