You can press alt and a serious of numberpad keystrokes to get them done ╠ = alt+2252 for an example. If you can find the alt-keystroke combination for the arabic alphabet can do so that way... or do a translation program and copy/past into the keybind.

You use online translation tools like Yahoo!'s Babelfish to translate and then copy and paste it into your bind or macro. Arabic is not an option at Babelfish, but Korean, Japanese and several flavors of Chinese are usable.
"Feel pain." in:
Russian: Боль чывства.
Korean: 느낌 고통.
Simplified Chinese: 感受痛苦。
Japanese: 感じの苦痛。
So far every language i've tried displays correctly in game, but not all browsers will without appropriate language packs.

I have observed characters using various Sinograms and Japanese characters in chat binds, and I've included Russian text in an AE character's speeches, so I'm fairly certain that the system can handle Arabic characters. The right to left formatting may be a problem, though.

The easiest way to enter text in other alphabets is to find an editor that allows you to do it, then copy and paste it into the chat line when you're making the macro. I've done this with Russian and it works fine.

The translations provided by Babelfish are mostly worthless. They do not process most idioms correctly and do an extremely poor job of disambiguating homonyms.
Also, these translators don't do a good job unless you express yourself more precisely. For example, Babelfish emits the completely incorrect "боль чывства" if you enter "feel pain," but if you enter "Suffer pain" you get a somewhat more idiomatic "Вытерпите боль," though that is a perfective command and the intent is probably an ongoing excruciating experience, which would indicate an imperfective command. And it uses the formal/plural form of the verb, and since Spectral Wounds is a single-target power, it would be somewhat like saying, "Suffer pain, sir!" Which may be what you want, but may not.
If you don't care that the utterance is wrong and just want some foreign text for color, don't worry about it. But you'll eventually get some smart alec like me who tells you that it's wrong. If you want to be correct find a native speaker (that you trust) and get the translation from the horse's mouth, so to speak.
One additional bit of advice:
Please don't use the bind every time you cast Spectral Wounds. It gets really old playing with someone who uses a chat bind with a frequently cast power. You are best off using that kind of a bind when your teammates need to be informed of something (like when you have made an enemy intangible, or when you are about to cast a buff). If you have to do it with Spectral Wounds, save it for the boss, please.

I have recently made a mage type character and I would like to have a bind set up where I press a few keystrokes and the character mutters it's "incantations" as a power is fired off.
There was a friend on a SG I belonged to that did this, and I never got around to asking how they did it and they are long since gone from the game.
For instance, I'd like to fire off "Spectral Wounds" and have something along the lines of "Feel pain" said as the character activates the power but it's in Arabic or somesuch instead.
Any help would be appreciated.
