It's random.
On Liberty, I just checked 2 of my villains.
Both have Burke as their starting contact. But one has Drea and the other has Mikey.
I always prefer Mikey myself, mostly because Drea feels like he is way out in B.F. Oakes (with some tough Lost between you and him.)
I thought it was random, but there seem to be a few brokers/detectives I have never had. I think someone needs to kick the randomizer.
Drea isn't as bad now that I have Ninja Run at level 4..

Drea also isn't as bad now that you can easily get a Raptor Pack at level 1.

I have had a theory for a while...
It might be random, but I have thought that it might be what level you go to PO.
I usually go to PO at level 5 or 6, get the contact and run the few mishes to get the Mayhem, and go back to finish Mongooses arc.
(I like to lvl once or twice to let the mayhem age ... the first Mayhem seems rougher than the later ones.)
So I am thinking partially random weighted by how early you go to PO.
It's a guess.
(It also seems to me that the earlier I go to KR, the more likely I am to get the detec outside the building rather than having to run inside the station.)
Both of these ideas may be wrong . . . but . . .

It's random but similarly there are some detectives hero side I never seem to get either.

I had the pet theory that maybe it could be modified by which contact you took after HT in the tutorial. Probably not the case though.

I have never gotten Drea and almost always get to PO late, usually running the Mayhem at level 10 (and getting a level 5-9 contact out of it).
Exception was my stalker who went there at 6th level and she still got Mikey.
I couldn't tell you on the hero side. I almost always go to KR around 6th but it seems pretty random which I get. Well, if I'm with someone it is guaranteed we'll get different detectives. 
Edit: Almost forgot - If you talk to Kalinda/Burke after they're finished they'll tell you to see Mikey the Ear/Drea the Hook even if you haven't gone to PO yet. So it seems to be pre-determined.
I remember in Beta one of the more popular theories is it was chosen by a hash of your character name.

It's not the contact after HT, because I have chosen both.
I think it's just a bad random generation.
One of the big problems with the Brokers/Detectives is that teammates with a different broker/detective can't co-op complete a mayhem/safeguard. (Same with capes/aura's on the villain side)

I guess I'll chime in on the randomness. I too have sent several of my lowbies to Kalinda and gotten either Mikey or Drea.

I have taken Kalinda on every villain I've created save one (and that villain was created way back in the days when ONLY Kalinda could give you the cape/aura mission...so you'd have to do her newbie arc before you could get to the cape mission if you chose Burke). It seems randomly assigned upon first entering PO. However, of the 8 villains I've created most recently, all of them have gotten Mikey (which suits me fine because I too hate Drea due to location). Also, every villain I have save one has chosen the same contact after HT (not Angel Lopez, the other one that's right by the locker - Jimmy Dortz?).
My vote's for 'it's random'.
