Super Mario Bros. It would come with a new MM primary: Minions.
Tier 1 pets: 2 Goombas and a Koopa Troopa.
Tier 2 pets: Hammer Bros
Tier 3 pet: Chain Chomp
There'd also be a "Minion Horde" power that summons a large contingent of weak Goombas, Koopas, and Shy Guys. Personal weapon is a handheld Bullet Bill launcher.

Statesman MIGHT have a light upper-hand against Superman with magic based powers, but c'mon. It's Superman.
Batman's arsenal seems to be much more vast than Manticore's. Not to mention the 127 styles of martial arts that Batman has trained in and mastered.
Flash and Synapse? Synapse is fast.......but The Flash makes him look like a sloth.
Yeah, DC Heroes (even the non-powered ones) tend to be on the "getting close to DBZ powerlevels" side.

As far as crossovers are concerned, I'm less a fan of franchises and more of genres, and I enjoy putting super heroes in genres and situations where they don't belong, and where they're completely overpowered. Say, attaching Miss Liberty to a SWAT team or putting Back Alley Brawler on a crab fishing boat.
In fact, that's kind of how I always imagined the guys from Metal Slug - while all of the good soldiers are keeping their heads down and trying to not to get shot to pieces, Marko and Tarma just walk up to the front line, vault over the sandbags and charge the enemy machineguns like it's 1914. That's basically all they do in the game, anyway.

For me, Bioshock would make an awesome crossover issue.
Little Sisters would make for great trial runs as well as moral choices for GR, Plasmids would open up all kinds of temp powers (Including BEES!). The whole ADAM gathering and little sister adoption/harvesting stuff sounds like it'd make for a memorable trial run. Spilcers, Big Daddies, and Big Sisters would make for a nasty enemies to square off against, and the latter two begging for an EAT, and finally, it would fix the whole desire for an underwater zone without being completely underwater.
