Wincott & Flux -- Real levels?
I can't comment on top levels, but Wincott still starts at 5 (when I go to the Hollows at 4, I have to street hunt a bit before he talks to me). Flux hasn't turned me away in ages, so I don't know his level range. I recently finished Flux a level 10 though - Julius wouldn't talk to me at all, not even for his non-arc street hunt, until I hit level 12.

Not entirely bizarre. Julius leads to Talshak, who unlocks the CoT Trial, which is minimum lv12.

Also, I think that before the revamp, Wincott was 5-9 and Flux was 7-12 or something bizarre like that. I like that the contacts seem to be paired up in like level ranges like Jim/Penny and Doc Delilah/Agent G, or the Striga and Croatoa contacts. Makes more sense that way.

But yeah, the strange thing is, especially on some of Flux's missions, some ofthe named Troll/Outcast bosses spawn, well, not only as LTs but at level 10? Greased Lightning and Rundum were two, I think.
Either way, it's hardly a bad thing. The Hollows Trio are a nice solid run of missions to go through. Maybe make the named enemies bosses rather than LTs though.
Oh, and Frosty is still the most Hax EB. Hold, lots of AoEs and Fire imps AND Jack Frost? He must have eaten his spinach

It used to be that Wincott and Flux of the Hollows were most definitely level 5-9 contacts. If you hit them at level 10 or higher, they wouldn't give you their arcs and pass you on to the next contact in the Hollows' progression (Wincott > Flux > Julius > Talshak).

I remember the days of pulling a +2 troll into the river, and killing him in water that was only KNEE-DEEP.... Oops, sorry, that didn't count. >_<

With how fast XP is nowadays, and how easy the Hollows has been made (you used to eat some debt getting around to horribly placed doors or doing the street patrols to slow you down some...) I imagine you can't do all the contacts by the time you outlevel The Hollows. It was hard enough to do all the contacts to unlock the zone trial when it was slower leveling speed.
The rock dudes are still some of the most brutal enemies I can think of. They're made of ROCK and they move that fast, and hit like a truck? They were even worse than Vahzilok! The original Slag Golems! At least you can -1 level them nowadays.

Together (and with Perez) they really make great variety. Maybe that's why I love that level range so much.
Recently with my new hero Power Bug I did some AE archs till level 10 to get inf to buy rocketboots and insect wings and after that I started with contacts. Montague gave me Carla in Skyway and the first thing she did(I was level 11 at that point) was sending me to The Hollows to talk to Wincott...

I'm not so sure about that. I was level 14 on my Katana/Regen alt when Issue 2 hit and was able to do Wincott. I remember clearly because at least one of his missions was bugged, a largish spawn of Outcasts would all run off and fall into the geometry of the map somehow, making that mission, a defeat all, require a GM to complete.

However, on one toon that was level 12, I went to Wincott so that I'd get referred to Flux then Julius. However, rather than being passed on, Wincott gave me his arc. And the foes in the missions were level 12 (i.e., they scaled properly). I hit Flux at 13 and he gave me his arc.
So.... It seems that Wincott and Flux are now level 5-14 contacts. Though, before I update the Wiki, I'd like some confirmation to these questions:
Will they give you their arcs if you first contact them at level 14? At level 15?
It used to be that if you started Julius at level 10 or 11, he would stop giving you mission half way through the arc until you hit 12. Does he still do that?
