Electrical Melee Running
For some reason, I thought you were going to talk about the animation of ninja run while using electric melee. Now I want to hold that right arm out with a long streak of lightning trailing behind
Yes, your title is indeed a bit vague... I had no idea what this post was going to be about.
On topic: I have noticed an issue on my Spines/Elec, but my Electric Melee character is a Stalker, so his targets die pretty fast, I haven't noticed it much.
Yes, the prevailing theory seems to be that mobs run when:
1) low on HP
2) outgunned
3) recharge is basically non-existant
4) out of endurance
The last two basically translate to mean "when it has no powers available with which to attack."
Elec Armor (on scrappers) and WP can aid in causing scatter even before low HPs. I have not seen any consistent scatter on my SD/Elm tanker, but I have not played it long.
Why Blasters? Empathy Sucks.

Tactics are for those who do not have a big enough hammer. Wisdom is knowing how big your hammer is.
It's a Scrapper/Stalker only issue. Brutes and Tankers have a taunt component in their attacks which prevents mobs from running away
I know that Short Circuit always got enemies to scatter when they got to 0 end, but I never really noticed if it was "0 end" or "not recovering end".

I think that there may also be something based on -regen (or possibly a DoT effect). I seem to get a lot of runners with my Traps defender even from enemies at or near full health (and especially bosses). It could be the -recharge from PGT but that's not anywhere near non existent recharge so I'm wondering if the complete lack of regen is making them run.

Anyone else noticing this? I'm not sure if I'm seeing scotch mist, but I'm noticing more than a few enemies haring off when they're not really in any real trouble, and it's primarily on my electrical melee characters. Perchance a result of losing recovery?

It affects my Widow too, who has -speed/-rech in her attack. Normal enemies she can kill lightning fast, but it's always amusing to have EBs and AVs flee from her.

At least Widows get access to AoE immobilizes, it's really hell for AoE focused Scrappers though (save for Shield and Invuln)

So you'll forgive me for doubting, "Castle told me in a PM". While it's possible you're telling the truth, it's also unverifiable. With two sources contradicting your claim, I'm afraid I don't believe you.

I was going to suggest that we could test this in game using a power anlayzer but unfortunately it doesn't seem to show fear effects (just toerrorize)
I thought that debuffs in general caused things to run off. I've seen it with Acid Mortar. I've also seen it with Peacebringer attacks that debuff defense. Wasn't there a stickied thread somewhere named "Mob AI, Run Away!" or something like that?

So I'll ask straight up, Silverado, in your quote above, are you referring to Electric Melee attacks or Acid Mortar having the fear effect?
