I remember seeing the imps waaaaaaaaay long back, so I don't think it's anything even remotely new, but they do seem to summon them quite rarely.
Having Vengeance and Fallout slotted for recharge means never having to say you're sorry.
I saw lead scorchers summon imps waay back before I3.

They've had them for years, but I don't remember the rules on what makes them available (difficulty or level) and/or why they use them so rarely. One of the best Frostfire arrests I ever went on had imps and jack frosts being used against us from about halfway through the mission to the end by Lead outcasts.
This was... 2 years ago maybe on an 8-player invinc (by the old diff rules) at the max level range of the arc. Never experienced anything similar since.
I know they made some change in I14 or I15 to mob AI so that the AI would cycle through powers more effectively. Chances are, like the Malta Titans and Gunslingers, that they've always had this power, but poor AI in the past kept them from using it.
Another vote for remembering them way back when. I remember hovering over them and sniping them down in Steel Canyon. But that was ages ago and I haven't seen any in recent past.
Yep, I remember getting jumped in Blyde Square, Steel Canyon way back in I3, about 1-2 weeks or so after I started playing.
It was a very VERY rare occurrence until I15 (I think) tweaked mob AI so that powers they'd always had started to be used more often. (as has already been stated by Obsidius).
On a tangent, it seems to me that the mob AI changes in that issue also made Carnie Dark Ring Mistresses less dangerous, as they don't seem to always start their attack chain with [Mask of Vitiation]. They still use it, but not as predictably as the first or second power. And since it's such a HIDEOUSLY overpowered debuff, I'm not complaining in the slightest

Yah, the thing where they reduced the recharge rates of Mobs I believe, caused them actively use "ALL" the powers they had, instead of spamming a select amount.
