PPD Hardsuit will show up in higher level bank missions (both safeguard and mayhem). You can't have the pieces of it because it's a full-body model, not an armor-pieces-on-your-character model.
It should be noted that what the game says is the NPC PPD Hardsuit is not the same thing as the costume item. The costume item is actually the PPD Shell.
Mostly in the CoV side bank missions (from my experience, though I'm sure plently of other missions). The pieces/parts have been asked for many times.
See, that explains why I haven't seen it... I don't do a lot of bank missions.

There are plenty of non bank missions that send you against the PPD. If you don't play red side much, that may be why you haven't seen them. You can run the Freaklympics arc in my sig and you will see plenty.

One quick aside: if you haven't flown with that costume on, give yourself a treat and do it, even if you have to buy a Raptor Pack. I so dig the look of that costume when flying. Rocket boots FTW.

Also Piston Boots make a puff of dust/smoke when you jump and land with them.
Don't know if those things are fading out of common knowledge lately, or if you wanted very specifically *those* rocket boots.

The Enforcer costume set is supposed to be the player equivalent to the Hardsuit parts, but I admit I'd also love a smooth-edged armor set like the PPD get.

However, IMO the rocket boots do not fit with my costume at all, and I would much prefer the ability to select the thrust animation coming from the sole of my chosen footware. (Along with several other existing and/or new animations which is my hope for PP customization)
