If it is for Heroes its a good build if everything is slotted right. Stakers hate Regens. If its for stalker side STAY AWAY.
For stalkers regend doesn't work out to good.
I have Spine/nin and Nrg/Sr
Nin is good and it opens up some holes for good picks for pwers. Basically the toys in Nin are worthless for pvp.

Edit: as to the op, just spam ec, make sure it has a proc in it. Its pretty much one of the easiest builds in game atm.

This is a example of a damage proc. Slotted in a ranged attack it gives a chance to do extra damage.

Really good info for me. I was under the impression that you gained the bonus just because it was slotted. The build guides are turning into valuable tools for me now.
proc in EC?
You want a proc in something you use often, like thunder kick or storm kick. So it will go off more.
I can't count the number of times someone was stuck in an animation, and i got a thunder kick and storm kick off with 4-5 procs going off for double EC's damage.
Ma/regen isn't easy button. Well i can't speak for warzone, since regen can take a lot of numbers with MoG and MA has some good burst. But in a duel you need to time the heals perfectly or else in the long run u'll lose. MA is a weaker version of Katana and Broad sword. It's basically the same except it's missing the 45% perma melee defense. It has a stun, but from what i've seen it doesn't help a lot unless slotted.

Actually in many ways it's not weaker than Katana or Broadsword. It just depends on what you're doing.
The fact that it does have a stun built into Eagle claw, makes this one of the few scrappers that can detoggle offensive toggles every time you spam this move.
My first character I made and leveled to 50 is Ma/Regen, and I still use him all the time. And I've done a bit of research on all the sets.

Comparatively, MA has an extra high damage attack whereas the swords get the better end on the defense.
Basically there is the usual 2 low damage, 1 high damage, an AOE, and 1 tier 9 attack. The swords get a cone attack, while MA gets Crippling Axe Kick, which in pvp, is only a few points off from Crane Kick.
Plus, MA gets the stun with Eagle Claw. This is important because it will detoggle all the unfriendly toggles, and pretty much keep off RTTC from Willpower, all Damage auras, and invincibility from Invuln the entire encounter. The most utility though, that you get from Eagle Claw is detoggling Snowstorm, Rad Toggles, Force Bubble, and all the others that can keep you in movement supression.
Plus Eagle Claw does more damage than headsplitter. Crane Kick does more damage than Soaring Dragon, and almost as much as Golden Dragonfly. CK does only slightly less than Disembowel.
But Sentry4 has it right. In a sustained duel vs another melee type, having a large ammount of melee defense is better than trying fruitlessly to stun another regen. Regardless if or not you're putting duration in it, vs another melee type, you won't get but 1 1/2 to 2 seconds worth of stun. You're better off trying to end it fast with a higher ammount of damage moves.
In a warzone though, you're fighting all kinds, so the stun is VERY handy.
The powers you need are:
Storm Kick, Focus Chi, Crippling Axe Kick, Crane Kick, and Eagle Claw.
That's pretty much it. Don't bother with cobra strike, it does crap damage, it costs a lot of endurance, it has a longer recharge time than Eagle Claw, and it stuns for the same ammount of time.

Yeah, I don't play melee toons as much as squishies... But i've versed every type of scrapper under the sun.. I would much prefer to verse a Katana than an MA, the stun can be extremely useful
I don't know if you wanted an example build or just advice but it seems alot of advice has already been given so i will just post the build i have planned. It's very expensive but you said price is no concern so..
I went for high hp and +regen with moderate dmg and recov bonuses. Has alot of recovery anyway from the Uniques and Endurance powers.
Put in Conserve 'cause no doubt you will face a few thermals and they will annoy you more than anything with that Heat exhaustion. This way is you get HE'd you can pop conserve and last quite abit longer vs a therm - also if you have geas you can use that 
I didn't take the S/L power cause personally i don't like it, though if you want it you can drop conserve or assult and rejig the slots.
