I know how you feel, Net -- on my badge toon (blue-side -- I only hardcore badge hero-side) I only have Day Jobs and the final couple of damage badges to do (other than Vet badges that will come when they come). I can't work on the damage significantly now because of Day Jobs, so I'm holding off until I'm done with the last few Day Job badges I need (hoping I can finish before Going Rogue introduces any more, assuming it does).
Not sure what to do after that, since event badges (such as the 6 new upcoming Halloween 2009 badges) tend to be easy and quick to get. Maybe just periodically review your online tracking totals on Badge-Hunter and/or CIT to give yourself that warm, fuzzy, badgey feeling?

As to what to do when you get em all, that's easy you two options:
1. Relax, you made it!
2. Start another badge hunter.

On the new badge toon:
It took less than a day to get all the Exploration/History Badges.
It took less than a week to get all the Ouro and Invention Badges. Simply craft and sell/bid inbetween arcs. The cost was minimal. I actually ended up richer by the time I was done.
It only took a couple days to get all the PvP badges, including the Blue Ink Man and other badges you get only from PvP zones as well as the 400 rep badge. I'm only missing a few more Pillboxes in RV. I have the AVs already as well.
After only 2 nights of Heal-farming while I'm asleep and at work, I'm already at almost 7 Million. I should easily have Empath by this time tomorrow. It really puts to shame the work I spent getting Empath on my original badge hunter. (1 Billion FTL. lol)
All I've got left after less than a month of even trying are the Events that are coming up, a few random defeat badges which shouldn't take long, Damage farming, and then finish off Leader as well.. which is only a handful of TFs away for that toon... (which is actually closer than my main badge hunter is to Leader, lol).
So then what after that? Do I make a Third one? I dunno. I guess I'll see when I get there. I'll be making another post in the "600" thread for my next toon shortly I'm sure. She's at 561 currently. lol
Feel your pain with many more (I believe).
Only got some Vet badges, Day Job badges and the MoReich left on my main badger.
+ Those we cannot get anymore.
But for things to do... Roll up an a new char, Use your creativity in making the Best MA arc, Roleplay your char og ... make another badger char? 
(semi-kidding with the last suggestion).
I await the halloween event myself, and then eager for more news about GR and the next issue.

Here's what you can do...
Transfer to Protector. Team with me. Farm the maps so I can get Leader. I only need about 350 million on my hero and probably 400 million on my villain.

You can do eeet!
Depends on what you enjoy out of badging.
If you're a collector more than a competitor:
- Complete all the Ouros arcs. This gives you a shiny gold star next to each story arc.
- Acquire every souvenir available. Even my main doesn't have all of these as souvenirs came later, after she'd completed her first taskforces. There's a list in Paragon Wiki.
- Unlock every costume piece available. IO recipes - 6 wings and 3 boots, holiday events are coming up with halos and winter wear, etc. If you're going to have all the badges, may as well have -the- wardrobe.
- Collect every IO set beneficial to your character. It is a collection as well, in a way. Especially those pricey Uniques.
- Collect enough prestige in your main's base to get every functional room and item available. Then go nuts decorating.
- Longshot to amuse yourself. Go play that Raise the Rep in Forum games and see how long it takes you to max out.
- Kill germs. Spray Lysol everywhere.
- Get one of every AT to 50.
- Badge those 50's as well.
- Make a collection of short stories about Lysol and 50's.
- Spray more Lysol.
- Collect more Hamidon Origin enhancements. Especially Lysomes.

Work on capping out your inf, the absolute maximum you can hold. That may take a few days.
I know how you feel, Net. I did a Katie Hannon TF this weekend, and felt a little pang of sadness when it popped up "Badge Earned!" I do kinda miss the days when I could just decide to go out and spend a few hours earning a badge, instead of staying logged out or farming.

Plus Zookeeper is still 1000 rikti monkies, Skulls are 500, etc.
The badge reductions aren't bad, imo, and the EPICS had to come down.
As for things to do, I might start setting up a twice a week DR Q. TF. A bit lengthy but that translates to nice influence payout and of course over 100 merits..... or else a twice weekly LGTF since that can be Co-op.

To whoever asked about Power Liberator: It was available 'til spring of last year if you happened to have an IoP in your base. They closed that loophole however (or supposedly did, but there were rumors there were one or two IoPs still out there).
