Most Potent Power(s) in CoX
Sorry, I'm going to have to vote for pretty much any power, in the hands of a competent player.
Doesn't matter how awesome-sauce a power is, if the player using it suxorz.
I was told, but I don't know it it's true, that a crit with Headsplitter is the most damaging attack in the game. Of course that was before Assassin's Strike.
My own favorite potent power: Fulcrum Shift, hands down. Forget individual high damage poweres, I can take an entire team to the damage cap.
Freedom: Blazing Larb, Fiery Fulcrum, Sardan Reborn, Arctic-Frenzy, Wasabi Sam, Mr Smashtastic.
I think that Blizzard and Fallout are the king and queen of damage.

Incidently, I don't pick power sets based on number-crunching; just which powers in the set I will take and how I will slot them. Power sets fit the concept, individual powers are tweaked for better performance. For instance, as an Archer I took Snap Shot, Fistful of Arrows, Blazing Arrow, Aim and Rain of Arrows - the others are useless for damage purposes and I have no character reason to want any specialty arrows aside from Blazing Arrow. Though I am tempted to up the range on RoA and take Explosive Arrow slotted for massive knockback to see if I can RoA a distant group and blast a near group back into it so they get hit as well.
As far as Seeds of Confusion goes, it is very much a damage power when used against a group, and a tremendously valuable damage-mitigation power. All at the cost of a small amount of experience, and as has been noted many times before that is still an increase in experience gain per unit time. All that and it can be hillarious to use. My first encounter with the Ghost of Scrapyard was with a plant/thorn dominator; he snuck up on me and nearly died for his troubles. All those followers he's got... if I hadn't kept the pot stirred with Carrion Creepers and killed a bunch of them I might well have taken him out by myself at level 26. After that every time I saw him I'd confuse his followers and watch the fun for a little while before going about my business.

Headsplitter was my first "big hitter" (I suspect that if I pulled out Boltcutter tomorrow and critted two guys at the same time, I'd still yell "Double-double, animal style!" just like I did in 2005.)
Inferno is one of my favorites. There's a moment of drama where you don't know if they're all going to fall down or not... and then they do.
Lightning Rod turned a dubiously-effective Brute into a machine for generating spectacle. I like Lightning Rod a LOT. A LOT!
So those are my three big hitter choices that I greatly enjoy. Honestly, I like _every_ nuke I've tried (Thunderous Blast, Dreadful Noise-whatever-its-called, Inferno four different times, and Nova.)

I gotta admit I have Nova envy. I would do Blizzard and the the bad guys would flop for a while then not get up, and the team would kinda look around and go "hmm, weren't there more of them a few seconds ago?" Then later a teammate would Nova and there'd be a moment of stunned silence then applause. Nova may not be the most damaging nuke but makes a hell of an impression.

I'd have to say that that post-death foomph that the Rikti Monkeys sometimes do looks and sounds like it should rank up there as one of the most potent powers in the game. (shudder)
It's long gone now, but my vote goes to the pre-nerf Posion Trap. When procced out, it'd render an entire spawn unable to act and kill most of them. And it crippled their regen (only noticable on AV/GMs really). And it worked on all ranks of enemy. I hate to admit it, but the nerf was completely justified.
With old Defiance it was Shout with so little health left you couldn't see the bar anymore. It hit like a friggin' truck.

Power Build Up. PBU+Venge+Aim+nuke pretty much can convert near-wipe into easy win in all but most hopeless fights.
For my part I love Blizzard after FS... watching all those bad guys falling down and trying to get up while seeing all those numbers roll off their heads is just fun to watch. Now granted its not really the most powerful in the game but it is for me
Fulcrum Shift (Kinetics) lets you buff your and your team's damage in a big SNAAPP! of power!
Accelerate Metabolism (Radiation Emission) improves your recharge time, damage, endurance recovery and probably will open cans of food as well!
Confuse and like-minded powers allow you to get the bad guys to fight for you for a period! Though you can't control their movements, and you'll want to get a few knocks in on the mobs they attack to maintain your rewards.
Hasten (Speed Power Pool, unlockable at level 6) will dramatically increase the recharge times of ALL your powers (save ones marked as suck) and thus is a boon to every player.
There are tons of cool powers in this game. Level up some alts! With reduced XP Debt, the forthcoming buff to 1-24 levelling, patrol XP and AE/Newspapers/Task Forces, it's easy AND fun to try new powersets.
