Once more into the breach my friends !
The build looks pretty decent actually. A few issues:
1. All blaster attacks IMO should be maxed for damage. Dead mobs = best mitigation. It's the most irritating thing in the world to see a mob at 1% health firing back at you. Buckshot, LRM and M30 should be maxed for damage first, slotted for secondary effect (KB second). Buckshot in particular is underslotted.
2. One of the reasons why people go AR/Energy is to take advantage of the three cone attacks (Buckshot, Flame thrower, FA) with boost range. Like I said before, don't underslot buckshot for damage. If you need to save slots, you can actually take them from Full Auto. I slot FA for a little accuracy (since it's inherently accurate), full damage and recharge. You don't need to slot it for end redx because the animation is long and you tend to recover a bit naturally before the animation completes. Flame Thrower is the one power where I would recommend a lot of end redx, since it recharges up rather quickly and is expensive.
3. Stun is awful. Since you already have total focus and beanbag to stack stuns, I'd pick something more useful. I'd go with super speed and put in two Blessing of the Zephyrs. In fact, I'd take a slot from somewhere else and put two of those in super jump as well too. Take gives you 6.26% ranged defense with not a lot of slot invested. Plus super speed with a stealth IO is practically invisibility...it will allow you to position your cones rather easily...it will also allow you to ditch stealth if you so desire.
Other than the above somewhat minor quibbles, I think the build will be quite playable. There's a few things I'd disagree with from a personal preference standpoint (I like ignite more than M30 for example), but other than that, it's a decent build.
I've never tried that AR/EM, but I've heard good things about it. The build looks solid to me, but there a few things I'd change.
I'd not bother with putting slots in Body Armor. The amount of res you're getting is tiny. Keep the Steadfast +3% defense the default slot and put the other two somewhere else like Buckshot, where two more slots with Posi's Blast IOs would bag you some extra recharge. Recharge is good. It means you get more Full Auto.
On the subject of Full Auto, remove the Detonation set, it gives you a piddly 23% rech. You want this power up as often as you can get it. Something like Posi's Dam/rech, Acc/dam/end and proc, Detonation Dam/rech and acc/dam/end and Air Burst Dam/rech puts the recharge down to a tasty 23 seconds when Hasten is up. You probably want to do the same in Flame Thrower. You lose a little in AoE defense, but the increase in damage output will be astronomical.
Lastly, you might want to put a Miracle +recovery in health instead of the SO you have there. I'm not quite sure but I think you might find yourself a bit starved for end on longish fights. CP might be enough to negate that though.
Excellent advice indeed !
M30 looks "ok" but wouldn't normally take it except for Positron runs maybe? I wanted a lot of AOE at 20. I just remember that I used to make builds as lvl 20 viable. Has this changed much? I could make an alternate build for at level play with the switch set so I guess the question is mostly moot.
With the slotting, I was doing it with defensive bonuses in mind. Also I was making this at work ( what else is new .. ) And was too paranoid to spend a great deal of time for fear big brother would find me out :P. I understand about the best defense is a good offense ( "You know who said that?? Mel the cook on Alice .." Alllrighty then, moving on. ). I guess I erred on the side of PUG deficit spending. It goes something like this.
1) Do you PUG?
If yes, add more defense, or an ability to heal yourself.
If no, congradulations you are either anti-social in a MMO.. wtf .. OR you are in a fantastic guild with knowledgable players who are on during the same hours as you. I'm jealous, are you on Virtue? If so, what's the name of this famous guild ??
2) Did the addition of the power gimp you?
If yes, pick a new power and repeat step two.
If No, congradulations you are now ready to level slower but safer in any environment. Get out there and apprehend some bad guys!
Ok, so here is the new and ( hopefully ! ) Improved build.

Dude, great concept for a character. Too bad there's not a pulse rifle set in existence to use for it. You could do energy/energy based off the heavy armor suits that had the built in weapons, but I know it wouldn't be conceptually perfect for the scout suit.
John Steakley's "Armor" is great! His follow-up, "Vampire$", features virtually all the same characters(?!?) but in a totally different setting. It's not nearly as great. However, some of it comes close.
Finally, except for brief happy periods right after a drop, shouldn't Felix be a War Mace tanker? heh, heh.

Anyway, to the OP, just a couple of thoughts for you. M30 Grenade is a good power... you can use it first, then Buckshot to get most of a mob on its back, which is nice. It takes out a solid chunk of their health and keeps you more safe. If I'm going to use Full-Auto, I usually start with M30, since it has the same range and can KB some foes that might return fire during Full Auto. You can use both to drop pretty much every minion in a mob, unless they're lethal resistant. Even if they are, they'll be close to dead and easy to mop up.
I know some one shot down Stun earlier, but I disagree. Total Focus takes a long time to animate (well, 1.5 seconds longer than Stun), during which a boss has more time to fire off an attack. Also, you're generally not going to be slotting Total Focus for stun duration... if you want a boss stunned for longer than 12 seconds, things are going to be tricky. You'll also lose it if you exemp below 38, and there are plenty of things to do below that. There are also some good stun sets: Stupefy is nice if you're wanting more recharge and ranged defense.
You can make it work better with Power Boost, of course, but I preferred to get just Boost Range on my Blaster. Either setup is viable, depending on what you want, just figured I would lay out the pros and cons.
And up to you about grabbing Super Speed... you might be able to make the concept work just by using sprint and some run speed enhancements somewhere, though using hurdle with combat jumping/super jump fits quite well for the power armor in the book. I just say that as taking two travel powers always feels a bit wasteful to me: I always have a lot more powers I want to get. Hasten is also dropable: you can go for more recharge in your sets and still get plenty of recharge that way. I don't have it in my build, and Full Auto is up in 33 seconds. Plenty often, and you have other good powers in your build, too.
Lastly, take out the Thunderstrikes from Beanbag, and grab a stun set of some sort. Most will give recovery at 2 slots as well, and you'll be improving the power more. If you're going to use Beanbag (which you will), you'll want it for the stun, not its damage. Getting more than 2 slots can be a good idea as well, but it's up to you.
Guide: Tanking, Wall of Fire Style (Updated for I19!), and the Four Rules of Tanking
Story Arc: Belated Justice, #88003
Synopsis: Explore the fine line between justice and vengeance as you help a hero of Talos Island bring his friend's murderer to justice.
Grey Pilgrim: Fire/Fire Tanker (50), Victory
Great stuff Grey. Thanks for that. I agree about the two travel powers. It's not something I normally would consider, unless it was a PvP oriented build, then perhaps.
I had no idea a second book was made! I'll be making a run to the Boarders ( HA ! ) to grab it after work today. Hmm then maybe I'll go to Taco Bell ....I digress.
This is clearly meant to be a grouping build. I'm pretty sure It will be ok to solo with but I sure hope I wont have to do that much. That's getting tougher and tougher though. I've not delved into the evil that is A.E. Just seems wrong to eschew all the content and story arcs for player made speed leveling runs. I dunno, maybe I'm old fashioned but,
* In an old man voice *
We used to take a year ( Or MORE ) to get to max level in EQ. We had to go to extremely difficult planes to get decent gear, and we had to camp, BOTH WAYS !! I had 2 Yaks and a FBSS and I was THANKFUL!! ......
*sigh * I need a day off.
Ok ok ok , are we there yet ?

Not sure if you meant to do it, but you slotted Total Focus with a stun set, not damage. That boyo is a huge damage attack, and you want it doing max damage when you do use it (I have a set of Mako's in it for the Ranged defense, though I hate its lower damage numbers). It might also be worth grabbing Bone Smasher, as that's a fast, high damage melee attack. I'll usually knock stuff on its keester from range and then leap in, pummeling whatever is left with Bone Smasher and Total Focus.
You can also see how you do, but you may not need Conserve Power. I only have Stamina two-slotted on my blaster (along with the Atlas Medallion, and some recovery and endurance bonuses), and he does fine, even when he's really unloading in teams. Some people like to have a large margin, though, I know. At any rate, have fun with it... it's a really visceral, fun combo.

With Beanbag, Total Focus, and the KB from M30 and Buckshot you should be able to solo just fine.
Stupefy in Total Focus? Really? All you really need the stun for is to stack with Beanbag to stun a boss quickly, after that you can get Beanbag stacking with itself, especially if you ditch Stun and pick up Hasten instead. Really, you want Hasten with AR anyway. You can slot TF with Mako's for a ranged def bonus.
I'd ditch Stealth as well and pick up Maneuvers, it gives better def that doesn't suppress when you attack, and doesn't slow you. If you want the invisibility drop Swift and get Superspeed instead, or swap out Superjump for Superspeed if you don't mind relying on the raptor pack for vertical movement.
And I'd really suggest trying to find some way to max out the damage on M30. If you're gonna use it, it should kill stuff. Shield Breaker in Surveillance will give you the same AoE def as Undermined Defense, only at 4 pieces, so you'll be saving two slots you can use in M30. You would lose some def debuff and recharge by using a lower-level set, but Surveillance isn't auto-hit so accuracy is good and I don't think it stacks with itself anyway.

Ok, thanks for the advice. I'm trying to work within the bounds of a theme, so super speed as
a travel power is out. Taking the advice I've retooled a tad. I think I may have something to work with here.

You'll be fine with just a Stealth IO, gameplay wise, and it'll make you see-through and stealthy-looking to go with your concept. The Superspeed suggestion was in case you wanted complete invisibility.
I'd still ditch Stun, and replace it with Hasten. Recharge is your friend. I don't know what level you are with this guy, but AR has some long recharge times.
Boost Range will be a few seconds away from perma with a single level 50 common IO. Of course if you're planning on exemping a lot, you'll lose the set bonuses that make it so.

I'm running the same combination now, just hit 19. I'd say that you could hold off on Beanbag for a while, it's a nice power but it can wait until after Stamina. That way, you can grab Flamethrower at 18. On the other hand, I would get Build Up ASAP, and slot it early. Those first levels will be much nicer when you can Build Up-Buckshot-Burst-Slug and buzzsaw through anything early on. I haven't tried M30 with either character so far, but I haven't missed it.
Also, Ignite might be more hassle than it's worth for EM. The other Manipulation sets all have an immobilize, which makes Ignite a BBQ. But EM isn't good at keeping an enemy in one place for long. Maybe replace it with Bone Smasher for more single target damage, as AR is lacking in that department in exchange for AOE.
Ok, last, best try !

No need to be pushed by every wave of advice, Nin. Take everything people are saying into account, of course, but adjust as you want, as there are a lot of approaches you can take. Flamethrower is nice, but you might want it after Stamina, as it is an end heavy attack. You might want Beanbag for taking out an annoying mob (like a Sorceror) before Stamina. Or you might find the AOE blast of Buckshot, M30, and Flamethrower to be dead useful as soon as possible.
Kind of depends on how much you're soloing, how much you're teaming, and what you are wanting as you play.
Sure, some things are obvious changes, like not slotting Total Focus for Stun, but you do have a lot of options. Have fun!

Yeah, stop listening to us and go play. You have a viable build there, lots of AoE damage for teams and good mitigation for soloing. You're probably going to end up tweaking your final build anyway, as you settle into your playstyle and discover what works best for you.

Heh, yeah I came to the conclusion that I just needed to play it. I made 20 last night after I logged off my Tanker. I took the powers up to twenty like I did to facilitate team TF runs. I wanted as much AOE as I could squeeze in. I took stamina soon after and got hasten in there right before Full Auto to assure my attack chain having the space it needed. The rest is up in the air. I took out ignite because as a tanker, I hated mobs spread here, there and everywhere. Without a way to hold them or slow them it seemed counter intuitive to what I was shooting ( HA! a punny ! ) for.
This community is great ! Thanks so much for being so patient with me.
I picked up Ignite in the 30s to use on AVs (on teams... EBs chase me over the map as I leap about, shooting them constantly, heh), and then finally to pair up with Cryo Freeze Ray at 44.
We'll see how much I like it (my Blaster is at 41)... I may dump both for Sniper Rifle if Ignite proves too situational, even with Cryo. I still run into times that I'd love to have a Snipe, and it sounds cool, heh.

OK I couldn't leave well enough alone and tweaked it a bit further. I think .. *THINK* this is really the final version. I'm very happy with what I have here. I read the book a bit, skimmed it more like to find instances where they were running at increased speed and in fact they WERE faster of foot along with super leap so Super Speed didn't break the theme and allowed a little more movement options along with a yummy boost to DEF.
I put a Achilles Heel proc in Surveillance and added a heal to Health to augment my regen a bit. I put 2 slots into Power Thrust to make it a viable attack ( somewhat of a GET OUTTA MY FACE !! deal ) but more importantly to get some DEF from it Lastly I took out Stun. It was melee only and since it wasn't slotted at all saw no point in keeping it so replaced it with swift to give me the ability to disengage quickly if needed while in missions.

Sacrificed Hasten for Aid Self. You get a little bit better recharge (outside of Hasten), better ranged defense (but worse AoE def). A little less offensive in general, but better survivability.
Snipe is far more situational than Ignite, IMO, especially if you team a lot. Although the bonuses from Sting of the Manticore are nice.

Ok, I've been a mad man since I've started playing CoX again. Alt-itis is a fickle mistress who must be appeased ! I've decided to create a Powered armor Hero ( Not terribly original, but it IS new to me ) I'm basing it off of a great book called simply Armor. If you've not read it .. get it , read it , love it. Seriously ... what are you waiting for ????
Moving on.
I've tried to read up on AR. It's a totally new set to me, which is why I chose it. I've had energy ( think 4 years ago . . . ) so remember vaguely what it is about, but really I've only taken things that fill my thematic needs.
The power pools fit within a powered suit theme as well. Since the suit in question ( from the book, did you get it yet ?? ) is stealthy, concealment fits nicely and I intend to run it full time as a toggle.
So, how gimped have I made myself ?? I'm a melee player trying on his Blaster shoes. I took full sets because my franken-slotting skills are weak. I went for ranged defense along with AOE too. I envision this being a full ranged build... not too much in close except as needed for my shorter ranged cones. Is this ok ?? Any help is very much appreciated.
