When you say servers, do you mean just Victory or all servers?
It is the middle of the day and from what I know, Victory is with a lot of east cost players. So many are busy with RL stuff. Prime time hours has a lot more activity.
Also, do you mean empty as in zones? Most content is instanced in missions. From my experience, many players rather be in instanced missions rather than street sweeping.
Try searching for players or joining global channels, Victory Forum (PM a mod to be unsilenced), Victory Badges (appears to be full), and Victory Badges 2009.

In general Victory will be around the middle to lower 1/3rd in relative server population. We are typically a MUCH more friendly group than other servers (who can be downright mean. Well, stay away from VooDoo, he's just mean all the time.)
There is also, typically, a smaller villain population than hero, but I've been leveling my stalker and recently there has been a nice number of villains on.
You might also like to look into joining "Victory Badges 2009" to get more information on teams, etc.

A good time to play is usually after 7pm EST on Victory. We all start to gear up and game on around then.
As previously noted we are a server that is most active during the later evening times in the Eastern Time zone. However, we always have a ton of stuff going on in the evenings. Victory Badges 2009 is a great way to get in teams, as is getting into a good coalie, either redside or blueside. Keep an eye on the forums too, as most of the big events get posted here, like ship raids, merit milk runs, and big task force days.

Im relatively new to COH. I have noticed that the servers right now are relatively empty of people. Is there a certain time when there are usually a lot more players on the server?
