WoW does it because of the simple geometry, textures, and slow movement. CoH can't handle it... for now. And it was never promised.
As a direct result of the seamless world WoW also have dozens if not scores of servers, simply because the server can not handle the load of all the players in a seamless world.

Imagine Freedom with its legions of active characters and then imagine it all bogged down even further because there were no zones. Then add Double XP weekend...

Neither of which were ever part of City of Heroes nor City of Villains, nor mentioned as in-development by developers.

(An offline costume creator was launched alongside City of Hero, the Korean version of the game, but both of those have been discontinued)

And what's so horrendous about Mids' that you have to ***** on the official forums about not having a "gd" hero planner?

Use Mids hero planner. And there was an offline character creator released when the ill-fated Korean version of the game was put out. But after the Marvel lawsuit and such, it was decided that it wouldn't be prudent to release a program which allows people to infringe on copyright in North America without the ability to actively monitor the creations.

I suspect the reason those huge zones are comprised of so much water has more to do with the cost in time and money of filling these zones with more streets, buildings, props and so forth, vs. slapping on a single layer of water underneath the entire zone and leaving large sections of it out-and-out blank. And even then, how do you get to, say, Croatoa? That's 45 minutes North of the city by train. Do you make 45 minutes' worth of countryside so that people can have a route to travel along? And how do you even get people to spend 45 minutes travelling, anyway? Out of the question. You have a zone load. How do you get to Striga Island, which was said to be what... 30 miles out to sea? At the average flight speed of around 45 miles an hour, that's what... 40 minutes of travel time. Granted, making the intermittent terrain would be fairly simple - it's flat open water (though water out at sea ISN'T flat like a lake, so there's that) - but you're still not going to get people to travel that. You can't. You have a zone load. How do you make people travel to Peregrine Island? Same deal - long distance over open water with lots of travel time. You don't. You have a zone load.

Or how about in City of Villains? Every damn zone except Port Oaks and Cap Au Diable is on a different island, sometimes tens of miles apart. Even if you opened up the mock forcefields surrounding the zones, where are villains going to go? In open ocean. That's a lot of fun if you're swimming, lemme tell ya. Even if you can hire a boat or a whole ship. And then you have people getting lost at sea because... Well, it's a big ocean with comparatively small islands. And that's true for ALL of them. It's actually amazing how small the islands really are, and I suppose you could introduce other smaller, uninhabited islands as Hazard Zones, but... Really, that can be done now. And let's be realistic - who's going to want to travel miles upon miles on a boat. I mean are there THAT many people who like spending 7+ minutes travelling on a fixed-course bad if they could just teleport, instead?

And then let's look at Paragon City's War wall. The War Walls are coming down! Except... They're still needed. Not only do they regulate the large-scale travel of villains through the city, but they also serve to corral the lawlessness of the Hazard Zones in nice little contained areas where it can't spill over into the rest of the city. It's like a ship's bulkhead system. When the Hamidon broke out of the Hive, he didn't infect the entire city, he only infected Eden, because he couldn't punch through the war walls. When the Rikti returned in force, they did manage to figure out how to stage the occasional raid in city zones, but for the most part they were contained within the Crash Site. We can't really remove the War Walls around Hazard zones, so what does it serve to remove the others when you still have big-huge fortresses all over the place?

And what are people even thinking about when they say "Dismantle the War Walls now!" Firstly, the most you can hope for is their being shut down. They'll ALWAYS be used as regular walls. Secondly, have you any concept how BIG these things are? The city is still rebuilding, and it wouldn't make sense for them to be unable to finish a damn construction job in four years, yet be able to completely uproot all of the War Wall in a matter of months.

Let's be reasonable here. The War Walls are part of the city, part of the culture, part of gameplay and, honestly, one of the things that makes Paragon City truly unique. I know some people don't like feeling boxed in, but then I know some people do. It's an artistic choice that I personally approve of, and I don't see a good enough reason OR a good enough technical possibility to even contemplate this.

I'm fully aware if Mids and an fully aware it's a) player made b) doesn't get updated regularly and c) is an obvious feature the devs. should make available to it's playerbase.

Also, the reason you gave for the offline costume creator being removed doesn't make sense because all you'd be doing is using the costume creator to make heroes for CoH. Not like you can use them without the game. Also, I can make copyrighted characters all day (online) and save them to file, but again I can;t use them without CoH.

That's the reason we were given officially. Argue with the developers if you're not happy with it.

6) Customization Overload!: Character customization needs to take a lightyear leap forward! No more choosing faces; we want to choose individual features! Select nose, mouth, right eye, left eye, right upper incisor, place freckle at facial coordinate 712,315... Oh my GAWD?! Is that a gray hair?! Initiate plucking sequence!

7) Uber-Epic-Gigunda-Major-Infinite-Mega-Archetype: Epic just isn't good enough anymore. It makes no sense that my god of war, death, pestilence, famine, root canals, taxes, and fluffy bunny slippers has to start out at first level like a common hero! I want an AT that starts out at 50th level and has ALL the powers available! And as for its inherent...? Nerf Resistance... Lots and Lots of Nerf resistance.

8) Multi-Class: I'm an RPG player! I'm old school AD&D dungeon master and player extreme! I don't want to play a freakin' Fighter... I want to play a half-elven Fighter/Cleric/Mage with access to the Rogue skills. I don't care if my hero advances about as quickly as a glacier on a slow day; as long as I can run my Tank/Blaster/Defender I'll be happy! I can always Farm to get past the early levels... hey... what's with all these vegetables?

9) Hero Patrons: I LIKE the villain patrons.. and hero patrons make a heck of a lot more sense than the villain ones do.. since we all KNOW how well those villains get along with being told what to do. The other great reason to do this is because we can see how the Devs handle creating the Blue Steel patron powers... Do they stick with the standard canon or do they venture into the Chuck Norris forum perception?

10) Cross Overs: Every comic book company in the world has had cross-overs with the competition. Superman has fought the Hulk, Batman and Spiderman have squared off dozens of times. Well... I want my cross-overs! I want to see how my claws/regen scrapper stands up to Wolverine! The closest I've come so far is a PvP battle against Generic 001 234 567!

Seriously though while there have been some things mentioned in the past that never bore any fruit. I would have to say all the things added to the game and with the coming of power customization that the list of haves is far longer than our list of wants.

I agree with the others. The OP is an evil man because I saw patterns where there were none and concluded that he does not love the dev as much as I do. Damn him and his contrary opinion.
