Does it really affect it that much?
Seeing as i plan on getting a new PC soon anyhow, I dont see much point on doing it to my laptop

It can do Vista can be rather memory hungry even without all its bells and whistles running (aero etc)
I know when i tried Vista on my secondary PC (core 2 6300, 2gb ram) there was noticible difference in performance applications were slower to open and things were just more sluggish
but if your intending to upgrade its probably not worth the hastle of doing a OS wipe, tho if you had a copy of XP you could install it as a secondery operating system (if you have HDD space) and see if it makes a difrence.
To get back on topic, I thought that the problem with power sets like stretching(or swinging/wall crawling/grappling hooks) was engine related. The engine isn't set up to deal with them. as has been stated, I don't think there is a legal/IP/copyright issue as Champions is apparently going to have a swinging type travel power. (er..that's swinging as in ropes! )
I think stretching could be a cool power but even if it was implemented ther would be problems. For example at the moment I can chuck fireballs or shoot lasers or whatever that appear to go through other players because they happen to be in a direct line from me to my target. It might be a bit disconcerting to see one of your teammates hands come through your chest and start giving the villain a bit of a slapping . Also, would this be a ranged or melee power set or both?

Quite. Of course, if I crank it up even to Performance, then it lasts about 3/4 of an hour, then bugs out on me. Bluescreenofd00m, normally. Oh, and for some random reason the cursor turns into a pixilated block. But not on minimum. Surely to god the cursor shouldnt ever be affected? But heydehoo.
I have no idea wether Vista hates me, or the laptop hates overheating/having that much stuff to render, etc.

it's vista, got crysis on a vista labtop and it just hates me, while the LP is a monster for gaming.
best to go for XP, no problem running anything on that.
Crysis kills everything bar the most powerful gameing PCs and even then they need tweeking to run it at its best.

stretching probably could be achieved in some fashion but i don't think it would look all that great you would probably loose any costume detail on the stretching body part other than that its just a very strange looking blast power.
swinging and grappling hooks run into problems because you cant "grab" onto stuff in the game world so the line you fire couldn't grab onto things and it would look really silly
wall crawling could be done but would require new animations for everything in game so powers emotes etc etc its more a time thing.
I would imagine the easiest way to add a swinging travel power would be to show a line shooting away from the hand which is seen for a certain length before fading and the line disappears (or fades away) when the user lets go of it) So the line wouldn't actually have to attach to anything but can be rp'd that it's attached somewhere. Then basically adapt flight controls W,A,S,D for directional movement (mind you swinging sideways may need some imaginative animation..) and space and X for higher altitude and lower altitude.

The part in which we're still allowed to discuss the idea despite people's objections and despite the ability of the current engine to allow it.
