PPD on the job
You know how it is. There are still a lot of buildings that aren't properly repaired after the Rikti war. Somebody has to lean against the walls to stop them falling down

Be a pretty dim witted cop who risked his life when the streets are full of spandex wearing fools willing to do his job for him.
Besides, they can just study the screenshots later and send out a few fines in the post...
Perhaps they're not real PPD officers but agents of an arch villain disguised as PPD officers. This would provide the AV with two benefits. First of all, it discredits the PPD whose fine officers would never hang around or eat donuts. Secondly, it lures heroes into sweeping the streets when they should be interfering in plans to conquer the world.
So, it's all a plot but I can't think who'd be behind it.
Now think about this thread everytime you've flown into Atlas Park and not saved someone once your past level 10. The amount of people I've flown past and gone meh... not gonna give me xp's!

I still feel bad about this. Every now and then I just go on a rampage and vape a couple of dozen grey villains. That makes me feel better.
They always come back though. That makes me depressed.
Then I notice that the same civilian has been captured by the Thorns again. That makes me angry. I mean, who the bleep names their child "Victim". It's just asking for trouble.

I agree - if I fly past a civilian getting harassed, I throw an ice-bolt their way (at the civilian ;o) ) - you know the PPD aren't gonna do anything. Hell, why do you think they're recruiting heroes as PPD's for their day jobs?

I go to help out sometimes, if I'm not in a hurry. Groups of villians in Steel Canyon don't look too happy when an LRM rocket lands amongst them.
Clearly the PPD officier is too higher level to get XP.
As for the Police Station they can't go out and nick the villains, the only ones in there are detectives waiting for a hero to arrive so they can send them to a bank robbery
It is paradoxical that the PPD seem to be propping up walls and yet the RIP seem to actually be on the job. Could it be that the civvies of Paragon have nothing worth taking?

Have to wonder sometimes. I've seen them explode violently on a targets chest only to have the word miss scroll up the screen and the thing take not one point of damage.

Oh, watch out for those pesky stranded women in Hollows. I blew up some explosives a bunch of villians were playing with. Didn't spot the stranded woman close by until I saw her lying at my feet. I consoled myself with the idea that since she died, she was probably actually a villian in disguise...hope so anyway. If word got around that Calamity was blowing up civilians they might ask for all those badges back.

WOMAN'S PURSE STOLEN; POLICEMAN DOES NOTHING
Yesterday, a woman's purse was stolen in Atlas Park, with a police officer just a few feet away - but the policeman, who was leaning on the wall, did nothing.
We talked to the victim; "That purse had my Statesman stamp collection! 20 years work gone! This is obviously a Nemesis plot!"
PPD Guest Higher Vice Chief, Alan Hooshootspeple, refused to comment.
In other news Statesman was seen in a Up and Away burger bar. A man was seen doing the Macaerna naked in Skyway City. And yet another Nemesis plot
What ever they are getting paid, it to much. To prove my point here are two screen shots I took tonight.

So the cop is just casual leaning against the wall in atlas part while a citizen is getting mugged a stones throw away.
