Because it only goes into Confuse powers. You can see which IO sets each power accepts by holding the cursor over a power on the Enhancement screen.

The price on the achilles heel is coming down since the effect was fixed in I12. Pre I12 it used to stick on a mob for ever, now it has the correct 10 sec duration.

I put it into radiation infection, just a quick test on a grey mob I couldnt see any feedback from the healing done which is where I usually see procs in AoE happening. How can I confirm its working?
You'll see awkward Resistance BUFF icons floating around the enemy. The graphics are bugged.

I have it in Rad Infection on my corruptor and Slash on my scrapper and I get feedback on the healing channel for both when the -res applies, so you should too.
Admittedly I put those procs in when the debuff was guaranteed to last as long as the mob lived, after it proc'd, but now that it only lasts 10secs after proccing I'm not sure it's really worth having in single target attacks over a damage proc, and maybe not in AEs either (though I'll probably still keep it in RI - not like it's taking up slots I'd be doing anything else with).

[/ QUOTE ]As with all enhancements, ones that are not accepted in powers, always grey out.
For example. A power that only accepts defence sets/enhancements, will not take achilles heel as it is a defence debuff.

Sorry for bumping this, but my question is in regards to this proc.
Does multiple Achille procs stack? Say I had one in power 1 and another in power 2, and a third in power 3. Assume that they're an attack chain. Now assume the procs in power 1 and 2 go off. Would they stack to cause double the effect, or would power 2's one overwipe power 1?
And assuming this, would a teammate who is using achille procs, would their procs stack with mine or overwipe mine?

They don't stack from the same user. However, they stack from different entities in the sense that a Mercs/Traps MM, for example, could slot it into its pets, each of whom is a seperate entity that can proc it with their rifle attacks, and in Acid Mortar, which is also a seperate entity. All of these summons can stack the Achilles Heel proc with each other, and with the MM if he/she (for some bizarre reason) chose to take his or her AR attacks and slotted the IO in there.
Short summary: If you can slot this into pets, it'll stack with your own procs. But it won't stack from different powers of your own.
It could be a good idea to slot it in several powers, though, to keep it up as often as possible. I have it in 3 attacks on my Crab Spider, one of which is an extremely wide cone attack...

Are you sure about this? Have you tested it? Last I'd heard it wasn't stackable at all, even from different entities
Quick Q: if you stick this into an AoE debuff, does it apply to every possible targer or just the anchor?

Every target. So its fairly good in something like Radiation Infection. Every 10 seconds it will run the PROC check on everyone in its AOE.
