Someone I did the STF with mentioned a 'Hami costume' to reduce lag - can anyone enlighten me as to what that's all about? Also, if a special costume is necessary, is it possible to get a 5th cossie slot at 50?

Hami cossie is a costume in your ATs clour, with jsut a tech helm, and tights, no details or back details, auras etc. The low details mean it produces very little lag.
to get the fifth slot, you need one of each of the 4 halloween salvage pieces, Hamidon costume, back alley brawlers gloves, statesmans faceplate and lord recluse mask, give these to annah by the train in croatoa to get the fifth slot

Also a question for tanks out there, if one tank is taunting a target, and the other is attacking it continuously, will the punchvoke from the attacking tank draw the aggro off of the taunting tank at any time?
only played one for a few lvls so not very knowledgeable about it

Yes, attacking tank can steal the aggro from the taunter, unless something is changed by devs in the last months.

It could happen quite easily before though, but I havent seen the new hami.
Sorry I can't provide a link to back this up but I did read on the US forums a while back (pre-new Hami) that one of the US servers tested this out on a Hami raid and had all the tanks full out attacking Hami while one taunted. They were not able to steal the aggro from the taunting tank - each individual tank's punchvoke was lower than that required to steal the aggro from the taunter.

They did pre I9. Last time i was in the taunt team pre I9 raid tanks got chances to steal aggro. Doesn't always happened ofc. This can be changed in I9, but for sure it was true before.
Anyway i'm happy if this is the case as this means tankers have some use other than taunting
