When can one start to pvp?

Well at 15, you can just enter Bloody Bay, which is a PvP zone, here are the zone level limits and what level you get exemped/SK'd too.
Bloody Bay: Levels 15+, auto exemps you to 25
Location in CoV: Cap Au Diable
Location in CoH: Skyway
Sirens Call: Levels 20+; auto exemps you to 30
Location in CoV: Sharkhead
Location in CoH: Steel Canyon
Warburg: Levels 30+; auto exemps you to 38
Location in CoV: St. Martial
Location in CoH: Kings Row
Recluses Victory: 40+; 50s zone
Location in CoV: Grandville
Location in CoH: Atlas Park
The zones are where you, as a hero, can fight villains who are playing on CoV, or vice versa, the only zone that doesn't apply to this is Warburg, which is a Free For All zone (Yummy).
As for the arena, you can fight anyone at any level, as they can be exemped down too the level range your in. Unfortunatly, there's not much call for low level arena PvP, so you may want to wait it out when you get too a higher level.

SK = sidekick (lackey and LK in cov)
Player who is at least 3 levels higher than you can sidekick you, which means you will fight and play as if you'd have the same lvl as your mentor-1 lvl. (you wont gain any new powers but the game will treat you as if you'd be higher lvl). For example, you are lvl 15, and a lvl 50 will sk you. The game will treat you as a lvl 49. This marvelous piece of code allows for lower lvl people to keep playing same missions as their higher lvl friends and is one of my favorite features of COH/COV.
For sidekick to function, you must stay close to your mentor. The game will warn if you stray too far.
Sidekicking will not allow you to pass the minimum level requirements of hazard zones.
You can sk other people when you are at least lvl 10.

I went to Bloody Bay and I did an easy mission (patroling the streets) but I met no villain. Is there a specific place I should go to meet more villains or is it just that I am too low lvl?

Bloody Bay is quite a large map and it's quite possible to spend long periods of time in there without encountering the enemy. When you go in to Bloody Bay do a whoall (/whoall) to see how many unhidden heroes and villains are on the map (I have a macro in my power tray so I can whoall quickly /macro W "whoall") so you don't spend ages wandering an empty map looking for a fight. If you do see a villain on whoall give them a holler over broadcast and ask them if they want to fight. Make sure you have villain chat enabled though so you can hear their response
Personally for zone PvP I prefer Siren's Call (entry level 20, auto-exemped to 30) as it's a smaller map and you're more likely to find people in there fighting. It can be tough for characters at the low end of the level range though as they might be using TO or DO enhancements while their oponents could be fully slotted up on SO's.

There are usually people duelling at water street in that zone, just on top of the big rust colored building.

Villains don't show up as heroes are generally a lot stronger in PvP. Getting pounced on a pounded to the floor repeatedly by toons who attacks you can't hope to combat or resist is not fun.

...which is...of course...not true.
I agree that heroes generally got the advantage in the 40+ fights seeing epics are generally better than patrons and maybe because theres more of them? There's plenty of ways to "combat and resist", as you say, heroes in PvP.

I'm of the opinion that your opinion is one of the things wrong with PvP. Villain teams can be fundamentally stronger than Hero teams. Villain players just seem to have a complete inability to play support.
Probably has something to do with the fact that all hero support rolls are on average at least 25% strong than a comperable villain support roll.
Not just my opinion tbh.. the sheer lack of villains in most PvP zone is pretty much testament to the fact. Even the strongest villain team would have much of a hope against a team of BS regens (current build of the month from what I saw in Sirens last night) when supported by even 1 healer.

Yes because buffs like Forge or Frostwork are bad. I've happily scrapped down a team of buffed Hero's on my Stalker with villain side buffs. I've seen a team of Dominators rip through far superior numbers in Bloody Bay whilst still on DO's and I've seen buffed Brutes rip though Tanks with apparent ease. Villains are a lot more team friendly, but therefore less solo friendly.
People that immediately go "OMG HEROES ARE OVERPOWERED BECAUSE OF DEFENDERS" really need to play in a good balanced villain team.
This is why I'm leveling a thermal atm, my dom is still my favorite but well..someones got to do it.

BB is great for doing missions against Arachnos (if playing CoH) or Longbow (if playing CoV) as can get between missions without meeting many of the opposition. Also benefits if your build is primarily PvE not PvP. Also great zone for getting badges like Villain, Man/Woman In Black, Spider Smasher and so on... as you can avoid trouble easier.

aye... people should play something else than just stalkers a balanced villain team that actually knows how to work together can be very scary indeed.. I been ripped a new one plenty of times by a corrupter/dominator duo.

The game manual says very little about pvp. Are the fights oragnized by weight categories. For instance, I am now featherweight, does it mean I will only encounter other featherweights if I enter the arena?
If so, this means I can start to pvp even if I'm only lvl 15 I guess
