I like Emp it can really save your bacon sometimes and it can also make a good opening move on mobs, particularly (in my case) if I drop Auto Turret to take the Alpha 
I does have a very long recharge though, in the range of 6 minutes or so I think, and also the sound effect is naff 
Very long recharge is an understatement.
Anyway, it's very nice to use before a nova, or in ur case blizzard as one way or another it will stop them going anywhere.
I respecced it out ages ago though as it just wasn't up quick enough.
recharge isnt really a big thing, Blizzard aint up fast enough either

Virtually none - only damage it does is against robots - and it does knock their metal socks off.
It's really an aoe disorient.
It's AoE stun, unlike the defender version. Also, it's either EM Pulse, or EMP, but NOT a bloody EMP Pulse

could be EMP pulse if emp stands for electro motive power
not sure what a electro motive power pulse would be however 
The 'hidden' benefit of EMP is this: it's a -regen power. With the upcoming AV changes, it could be extremely useful to have.

With my blaster i picked it up when elec epics were brought in, however i found it a waste of time recharge is huge and its already been said but does little or no damage to anything other than robots.
The only powers worth having from the elec epics imo are the shield and shocking bolt as it adds another hold, static discharge is another power i could not see any point to the end drain on mobs was so small you could blink and miss it.
As it is a disorient, i might face the stupid bug of 'SS running away mobs', even if i slot 3Slow on icestorm. I though it would be a nice addition popping it before icestorm/blizzard so they have no single chance attacking me.
(does ice storm really have a 6.7 BI, so say coh builder..)

EM Pulse also has an end drain component which no-one has mentioned. Power boosted this can be very useful in both PvE and PvP.

theres a very good reason i only have CA and SB from the epic sin, it's because the others are just plain not better than your 1./2. powers
get ur 3 melees and slot em, get aim and BU and slot em, i have been telling u this forever

All sets and pools in the game, with statistics for most of them as well.
With the upcomming Free respec, i decided to do a last overall change for my Blaster. Mainly because Repulsion field is just <bleep> and although FoN is a great clicky, i noticed i hardly use it anyway (not even in PvP it seems). TI i slotted badly so it became a quite end-drainer.
With a few prim/sec changes, i got to the Epic set, whereby Elec seem a nice way to go. I can ditch Bitter freeze ray to get the epic hold power (same dmg, but less recharge/end-usage/execution time) and go for Aim/BU for the upcommming icestorm/blizzard boostable feature. Few other minor changes and im quite happy.
Now i get to EMP Pulse, Hero builder has no good info (except its weaker then the defender version) outside the fact it has a 20sec hold (disorient?) duration, wich i can make 40 with powerboost. Anyone has some info/experience regarding recharge/damage or range/accuracy?
Outside that, like Bloody bay has buyable temporary powers, has RV a likewise feature? this way i can consider taking stealth out and just stick with the buyable temp powers.
