Stone Tank/Stone Controller
No-ones killing you, and theyre getting held to [censored] while their at it.
Ice/Energy Dominator for solo PvP. Slow powers, great holds, toggle droppers and stuns a nightmare to fight against 
Ice blast/regen Brute
2 controller primaries should work very nicely.
In solo you get small groups of 2 or 3, which you can easily take care of with single target holds, immobilise, levitate etc. In groups you offer unparalleled control. In PvP you can easily hold pretty much anything one on one and would even be in with a shot against groups.
Mind control would be a good choice, working alongside pretty much any other. Of course alternatively you could go the 2 pets route.
Something I thought about recently - maybe people get a single superhero or archvillain slot, or maybe it'd only really work in a single player - where you choose 5 powersets, one from each ATs primary. Just so you'd have half a chance to get all the good stuff, pick a power every level. It'd probably have to lose each ATs unique 'ability' for obvious reason tho

Fire control/Fire blast as a controller with Containement.
Fire cages, hotfeet, fire breath, fire ball, rain of fire... mmmh. 
Not the best but would be fun to play, PvE.
Stone armor/kinetics tanker. Granite + rooted wouldn't be so bad as you'd be able to use siphon-speed and cap your damage (no attacks without epics though, but capped mud pots would be ok to help the team).
Or the other way around...
Broadsword/kinetics scrapper. Parry and the debuffs would be your defense... not like anything would live long after a 500% dmg headsplitter.

Agreed. PvE, it would be anything/regen Brute. Get seven like minded friends and a significant amount of coffee. Smash for 50 hours straight whith not a single break for anything bar loading times. Bosh. Sorted.

Some blaster primary, Ice maybe / scrapper regen. Just because Moment of Glory would be awesome with defiance and infinite endurance is great.
Fire tank primary / a controller secondary with lots of AoE immobs/holds. Burn would be usable.

In my opinion (and this is for soloing), my Assault Rifle - Kinetics Corruptor is amazing. With large and fast damage output added with powers like Siphon Power and Repel, I can jusr whizz through levels.
I also like my old Storm - Psychic Blast (now Storm - Archery) Defender. With both Hurricane and Psychic Tornado on the go with all my toggles up, I just couldn't be touched!
But then, I have never PvP'd so I don't know how good these are over-all.

No need for epics. In the words of silver weasel: Six slotted brawl for teh win!!111!!
How about Ice blast/iceblast! Four single target holds and no need to take hasten! You'll have rapid recharge uber damage low end cost single targer attacks of death galore!!! And how about putting it on a brute...
i once thought of this a while ago, and heres what.. unfortunatly.. poped out of my head;
kenetics(def)/empathy(def) khelidian (for the buffs when in a team)
ice blast(bla)/regen(stalker) brute (a brute, with hide. gets loads of damage and a critical with an ice blaster power)
robotics(mm)/energy blast(bla) tank (for defence and hitpoints)
broardsword/spines brute (for obvious reasons) with superjump + superspeed
and then i came up with this.. not sure if its alowed;
invul(tank)/iceblast(bla)/kenetics(def)/energy blaster(bla)/regen(stalk) brute (ahhhhh!) with the invisibility power pool, hasten, superspeed, superjump, health, stamina and, to top it all off, tp foe.

Just give me free pickings from any power in any power pool. And I'm sure I can come up with something easthetically correct that butchers everything in his path.
FA/DA tank. Staking both armour should give enough resistance, dont attack just sit there, let your auras kill and pop CAB all day long.

I've often thought Rad Primary+Kinetics for a Defender would be excellent. Debuff the hell out of their accuracy and buff the team's damage. Combine with tactics for the team and you'd be walking through +3's like a steamroller over bubble wrap.

Invul(tanker)/Fire(blaster) and "Power Mastery" from defender epic. Sure invul is not as strong as granite but its strong enough to hold its own while you fire blast everyone to oblivion plus you get "conserve power" and "total focus" from epics.

That reminds me of Bridger, I believe he has all of the tank primaries.
How about this for an uber character.
Inv ( tanker primary ) / SS ( tanker secondary ) / Lightning / Extra Resistance to all damage types / AV hitpoints and endurance.
