Why don't people start teams?
Hay i like people like that. There easier to control.
I don't know about you, but I've basically become a PERMANENT team/TF starter. I only play in full teams nowadays (unless I'm working at the same time ) and I almost always form and run them.
Stop by Justice sometime to see what I mean, heh.

I love redside. I play on Champion. Redside on Champion is dead. It was limping before Issue 14 and the Mission Architect, but Issue 14 and the Mission Architect honestly put the final nail in it.
Just last night, I was on my level 29 Thugs Mastermind. During the period of a hour and a half, there were exactly three people within 5 levels of me either way that weren't already on a team in the search window. I sent a tell to all three of them, asking if they'd be interested in teaming with me. One was busy selling and buying at the black market. The other two were only interested in AE farms.
Seriously, I don't know if it's like this on all servers, but AE killed what little redside activity Champion had.
At this point, I'm looking forward to Champions Online just so I can team with other super-powered players again.

Really odd. Doesn't match my experience at all, though I'm not discounting your experience. I wondered if the problem was server related so a couple of sessions ago, I brought out my old AR/Dev blaster on Guardian server to see if I can get a team started around 11 PM Pacific time. I started with just two people joining, but had a full team of 8 (levels 44 - 50) doing parts of the Maria Jenkins arc and radio missions just for flavor. We even did a Safeguard mission (wow, that was hard on Invincible!)
I don't have any villains on Champion, but I have no problems on finding/starting teams where I have most of my major characters (Guardian blue side, Virtue blue/red side).

Most people don't like to be in charge. They like to have someone else take initiative and lay out a path for them to follow. I'm a little like that, with the difference that, if no one else will step up to the plate, I'll man up and fill that role. I'm not entirely thrilled with it, but sometimes it's the shortest route to what I want to accomplish.
I was a pretty active warband leader in Warhammer simply because hardly anyone else was doing it (and doing it right) and I often put SF teams together when I really want to run a SF but no one else is organizing.

That doesn't surprise me, because Guardian has a very high blue to red player ratio, just as Champion does. And Virtue is the second most populated server in the game, so it'll have a higher redside population by default.

You've really provided your own answer right there.
For me it always comes down to just how much effort I'm willing to devote to the goal I'm persuing at the time.
When I'm soloing, I'm free to do as I please. And when I'm just a member of a team, I am only marginally more constricted.
But if you are the consciencious sort (and I am) then taking the responsibility for managing a team, is nothing if not restrictive.
To be sure, there is a distinct type of pleasure that one can derive from leadership. But see, I don't particularly enjoy telling folks what to do. In the best cases, you don't have to. But how often is the team you wind up with a best case scenario?

And even there you can still broadcast every few minutes and send tells to everyone with a few levels of you in Search yet still come up empty handed.
One of the most annoying times was during the first couple weeks when VEATs came out. I got really tired of people talking about how easy it was to get a team redside, leaving out the "if you're also playing a VEAT" part. My Dominator soloed for hours with her LFT flag up and broadcasted between every mission, not a single invite.
Amusingly, one I did manage to recruit some people, the first thing the 5th or 6th to join said was "Thank god, no [censored] VEATs!"
I've never been desperate enough for a team to lackey far outside my level range, not that teams want lackeys anyway. Nor am I going to exemp when I could be getting XP unless it's a TF that I missed and want/need the badge for.
On a few rare occasions I had to invite some lackeys because we honestly could not find a single free Corruptor who wasn't 10 levels below the level of the team.

When ever teaming in champion you not only have to look for people your lvl but people who are lower lvl than you. Im not sure how bad champ vill teaming is now because im working on my all solo toon so i never try and team

And I've made that exact same comment with that exact same result - then ran a mission, came out, and saw the same people doing the same broadcast.
I hate recruiting people. I don't send blind invites since so many folks hate them, so I always send a politely worded tell- something like "Would you like to join our team? We're running missions/TF/Whatever".
It seems that a lot of people can't be bothered to answer, or get really snippy when they do. Who needs that?
I don't expect an answer right away- I understand somebody may have their hands full right then. But if you're going to decline, no need to be nasty about it.

When I'm forming a team, I send a tell to everyone that's A) not in a team and B) doesn't display "accept no invites". I figure out SK/Exemplaring later. I send a TELL mind you, not a direct invite. But people still get pissed.
You know what? I ignore them. I'm only sending them one tell, they can deal with it. It's the fastest and easiest way to get a team full and most importantly, it WORKS.
I think fear of rejection is a legitimate reason to do or not do things.
For myself, I actually enjoy soloing more than playing on a team these days. With three dogs and two cats, I may have to go afk for 5-10 minutes at any moment and I don't like leaving a team waiting for my return. If I'm not the leader of a team, I can go afk whenever I want if solo, or quit team if needed if not solo.

It's a known fact that there are a lot more people Blue Side than Red. This can make finding teams harder Red Side. It's not impossible, just harder, depending on server and time of day.
Which is why I'm really looking forward to Going Rogue. I literally cannot stand the hero AT's at all. With the exception of my controller, they're all just....meh. So I will finally get to play the AT's I enjoy on a side with a decent population.

Most things in the paper at this level are going to, ah, generate downtime, which means I have to be the hit point replacement. Corruptor RI wasn't strong enough to solo with, so I'll just have to hope that I'll like Demon Summoning.

I don't seem to have any trouble getting on teams when I want to, and I frequently get tells when I'm not even looking. But if I don't, I just solo.
I enjoy soloing as much as, if not more than, I enjoy teaming.
And I sure as heck enjoy soloing a LOT more than trying to put together my own team, pick a suitable mission, deal with turnover, etc., etc., etc. (Yes, I have actually done it. More than once. So I can knock it if I want to. )

Recently, I had a discussion with an acquaintance of mine who has been bemoaning the fact that she can go hours without finding a team. We both have characters in the same level range, and as we were duo'ing, I asked her why she doesn't start one up herself.
The answers she provided were interesting. But mostly boiled down to the fact that she didn't like to take responsibility for leading. She'd happily join to help someone else, but didn't like the responsibility of grabbing new teammates, worrying about team balance or picking missions.
Meanwhile, I've had almost no difficulty in finding teams *if* I started them myself. It seems there is a plethora of players who will eagerly join you if you ask nicely and tell them the level range and type of missions we're doing. Selfishly, I even have them doing my story arc missions so I can get reward merits (though I will generally alternate missions if there are open missions for other characters in the same level range).
I don't know whether or not it's actually more difficult to find pick up groups nowadays, but I think (and this is based on my experience only) that it is harder for people to just get picked up for teams by setting the LFT flag or just broadcasting their availability to the zone. However, starting your own team is as easy as it's always been. And once you take the time to start your own, players seem to come out of the woodwork...I've had to turn down players in recent sessions because my teams were always full.
