Power Timer!
why? not really sure i see a need for this. if your busy fighting you won't have time to check it. and if you actually use your powers you will gain intimate knowledge of them and just know when abouts they will be back up.
oh and if you open up your combat tab, you will see in there that it tells you when your powers are recharged.
I could actually see a use for this.
Not for your normal combat powers but for powers with longer recharge, like resurrection, area buffs and so.
And especially those with real long recharge like assemble the team.
I know it could be a bit tricky to calculate, as it is unknown which buffs you might have at a given time, and therefore recharge rate. But it could calculate estimated time to recharge, based on current recharge rate and time.
All my Kheldians, the AT I consider the most complex to run, use keybinds and all three power trays and other tricks... but even on those characters, I've never faced a scenario where I wished I could tell the exact time when a power will become available again.
Combat is either too fast to care about this feature, so the only one type of powers I could think of that could benefit the player from having such a feature, would be resurrecting powers. Even then, since we have inspirations to resurrect ourselves, this feature doesn't seem needed.

While it's usefulness is situational, I can certainly recall times when I would have appreciated such a feature.
Moreso, I'd like to see timers available on buff icons.
The off-beat space pirate...Capt. Stormrider (50+3 Elec/Storm Science Corruptor)
The mysterious Djinn...Emerald Dervish (50+1 DB/DA Magic Stalker)

Oftentimes I've sat and wondered "Hey, will this power be ready in 10-20 seconds so I can wait for it before tackling this tough enemy, or will it be another two minutes so I should just go without waiting?" A slowly expanding icon does not accurately represent how close a 17 minute recharge power is to recharging, so I have to guess.
Or here's the other thing. I want to teleport straight to your mission, but my Mission Teleport isn't recharged yet. It looks like it's ALMOST ready, but how "almost" is it? Is it 4-5 minutes so I can drop by the market and dump a few things, or is it 20-30 minutes, so I should just suck it up and leg it? I don't know. I want to recall my entire dead team to me, but my Assemble The Team isn't ready. Is it 2 minutes away from being recharged so my dead team can wait, or is it 10 minutes away so they should go to the hospital?
This has uses. They may not be very important uses, but I'd wager they're at least as important as having the markers on your map spread out when your mouse over them. And while I realise I can just run a third-party programme, this is something that really ought to be part of the game itself, as a quality of life feature.
Samuel_Tow is the only poster that makes me want to punch him in the head more often when I'm agreeing with him than when I'm disagreeing with him.

I'd like to sign it being an option, like the stacking of autopowers. Hell, make the 'growing icon' an option, as well. You can have one, or both, but not none.
Considering how recharge times are calculated on the fly based on the percentage of total time that they're currently at (re: the game doesn't care that your power recharges in 15 secs, it cares that it's 50% complete and your current state of +rech for it says its recharge value is 30 secs), I doubt that we'd get something that gives a flat number.
However, I would love to see a "pie chart" style visual for my recharging powers rather than or in addition to the the normal "regrowing" that I've never found to be particularly reliable, especially in recharge value variable environments. While it doesn't really do much to longer recharge powers, I can't count the number of times that a short recharge power that was nearly recharged shrank to nothing because I got hit with a recharge debuff.
There's no reason why this time cannot be calculated on the fly, as well. We all know the recharge of our powers alters dynamically based on recharge speed buffs and debuffs, and the icon swell reflects this. I don't believe anyone would be thrown off if he saw his power would recharge in two minutes, walked into a Wide Area Web Grenade and suddenly saw it would recharge in four.

Might be useful for powers with long (or ridiculously long) recharge times, but something more visible and which didn't require two or three clicks to see would be optimal for the majority of powers (the ones which recharge quickly, in a few seconds).
But I'm comfortable with the icon growth system we already have, so if there were going to be anything added to display power times, I'd very much prefer a visual indicator of the remaining duration of controls/DoTs/debuffs on enemies. Having to guesstimate how much longer I have on PGA, or Ice Arrow, or Tenebrous Tentacles, or any power which I've applied to an enemy is awkward, inefficient and just bad.

Eh, to me, it would be more useful simply to see the percent of recharge time left over. Combining both approaches would work since they're not really mutually exclusive.
I think the best overall suggestion would be to make it a UI addition that you have to option in to. You could choose to turn numbers on/off and then choose between growth and spin/pie chart for the visual cue.
You know, this is actually a pretty cool idea. I'd really like to see something like this. Like Samuel_tow, I'm often wondering when the mission teleporter, or other long-recharge powers like that will be up again.
From the title, I expacted the request toe for a timer showing how much longer a buff would last, and I came rushing in to /sigh.
This idea though... I can't imagine ever using it.
