Things to consider:
You can get lots of Phase through temp powers - most notably the Ethereal Shift crafted power (5 charges of 30-second phasing) and the Hyper Phase Power (by patrolling Warburg at levels 30+)
Phase was largely taken as a PvP tactic for hit and run fights. The change to how Phase works in PvP (phased can attack/be attacked by other phased) may make having access to such a power handy if you're particularly PvP minded - ie, you can keep on hitting people who try to phase to escape.
Weighed against the accessibility of the temp powers, however, I'd be inclined to not bother with taking the power itself, especially because of the prerequisite power selections. Most scrappers do better by taking more attack powers or more armor powers from their secondary (or hasten, or another travel power, etc)

I've only used the temporary phase shift power on my spines/fire during the third wave of robots on the ITF... but it's DARN useful there 
Not since back in I3 (they nerfed it in I4/I5 time frame)
I used it to agro and stand there watching mobs wail at me haha fun stuff there was no time limit so as long as I had endurance I was gold

Hard pressed to justify Phase Shift with Temp Powers available, certain i wouldn't be using it enough if i did get it.
But i still like the benefits of Stealth itself, not only for concept but for fun factor, tiny Def. boost and ninja mission possibilities...
I was going to use it as an 'astral form' type power on one of my scrappers, but then they made it shut off after so long for no good reason. Which is just one of many virtual kicks to the groin they've dealt that particular character.

Aww come on, my fire/regen is willing to phase shift to another plane of existence just to kill his target when it tries to run!
Some of my PvP scrappers do have/use PS =/
I was thinking of grabbing this late in my current toon's development for concept reasons, but i've been wondering is there any practical use/strategy i could employ with it?
One thing i did consider is the fact that i am DM/FIRE and the /FIRE Tier9 power isn't what you'd call a defensive "panic button."
