Same here. When globals are down I realize how much I rely on them.

they will be back up. it happens sometimes.
Global channels are on a different server, they are a bit slow to come up at times.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

3:00 Here (eastern) and no globals. The Edit Tab window even looks different.

Yep been down all day. On the plus side, I enjoy the quiet - but on the downside, I can't stand the quiet.

...and an MMORPG w/o the basic social tools is...uh...what? an...O...RPG?

My guess: someone just forgot to turn the global server on after maintenance and they won't notice until tomorrow. >.>
Actually, it looks like they're not down for all servers.
It's down on Virtue, but up on Freedom. I've noticed this, and had it confirmed by one other person.

It occurs to me that we CoH players are spoiled when we consider something that no (almost no?) other MMORPG has (a way to easily chat with players on other shards) is considered a "basic social tool."
Correct... Freedom is up but Justice and Virtue are down...

This is at best appologetics, at worst irrelevant to the problem. Maybe I have that backwards.

I wonder if it's a coast issue?
East coast servers being Freedom, Infinity, Liberty, Pinnacle, Triumph and Victory.
West coast servers being Justice, Champion, Guardian, Protector and Virtue.
Do we see a pattern following what coast the server is on?

Well, just from these two posts above, it seems it's down on West coast but up on East coast. However, we need information on other servers by coast to make sure.

I guess you missed it, I checked other servers myself. East and West. (not intended to sound snappy)
Logged in after maintenance completion and have no global channels.
