Scrapper /shield
When nobody but you is having a problem with the set, and many of us find the set to be overpowered rather than underpowered, the burden of proof would be on you to show why ALL of us are wrong.
As for who started it, I'll grant you that Kioshi said cry moar please before going on to explain to you why Shield Defense doesn't suck. But you VASTLY escalated it with your reply. You are INSANELY over sensitive. YES, I'm saying I would have taken it. I'd have responded with a more detailed explanation of why I was right and Kioshi was wrong. Upon discovering that EVERYONE disagreed with me, not just one person, I'd have carefully reexamined my own position. If I still felt that I was right, but had no proof, I'd have simply backed down. If I felt I could answer all of the points and still prove my position, I'd have done so.
What I wouldn't have done is started calling everyone names and suggesting they kill themselves for daring to disagree with me.

As with the brouhaha in the PvP forum, when EVERYONE is attacking you, and it keeps happening, you might want to look at your own behavior. Maybe, just maybe, you might have done something to instigate it? Maybe? No? Ah, well. No skin off my back.
You might have instead thought, Hmm, nobody else seems to have a problem with Shields. They're so happy with it that they seem to think I'm not just wrong, but absolutely and completely off base. I wonder what they're doing differently than me. I wonder if I'm doing something wrong. Maybe I should ask them what they're doing. Maybe I should ask for help. You might have instead then asked for help. Had THAT been your response, you probably would have gotten help, and you'd be kicking [censored] right now with your Broad Sword/Shields. You're apparently far too overproud for that, though. OK. Again, no skin off my back if your character continues to disappoint you.
As I said in my original post, it seems obvious that you DON'T want help. You want to be RIGHT. You want everyone to acknowledge that you're RIGHT. You want the DEVS to acknowledge that you're RIGHT. That everyone disagrees with you is only a sign that we're all stupid, not that there's any chance you might not be right.
You may have noticed that people keep asking for you to post your build. What do you think, they want to see it so that they can laugh at you? Right. Granted, if you post your build, people will probably tell you what's wrong with it and how to fix it. And based on our experience in this thread so far, you'll take that as a huge insult and go off on them. Sign me up for that joy! That's why I'M not offering to help. There are PLENTY of people out on this forum that ask for help nicely. I can't even get to all of those posts.
Mind you, even HERE I'm actually trying to help. I don't expect it will work, but I'd really like you to realize that, as Panzerwaffen said, Obsession with 'bein dissed', is an amazingly immature approach to life. A person who hasn't outgrown their concern with this by the time they make it out of grade school, is probably not likely to make it very far in life.

Werner I respect that you stick to your guns, but my belief on issues is a different aspect all together. As I said before this was just my personal opinon and that was that. Anyways back to the issue at hand. I downloaded the Mid's but it doesnt have listings for PVP enhancements.. also where in the program do I get all that garbled mess to post up?
Keep in mind that the "EMPTY" slots are PVP IO's and doesnt show the full bonus.

At the top there is an Import/Export, I like to do the short forums export. Then click on only Export now and it will copy it so all you need to do to paste it.
Took me a few mins but yeah I figured it out, thanks none the less.
I'm a pretty consistent PvP'er on my Scrapper, and I'll tell you that you need to look at a different secondary if you want to be one of the better PvP-viable Scrappers. Shield really isn't the worst PvP set (I've actually seen some very very tough SD Tankers in RV, but Shield/ offers more for a Tanker in PvP than a Scrapper). I'd put it at a solid 3rd behind Regen and Invulnerability, although the gap between Regen and the rest is huge.
My main hero and PvP Scrapper is Amadaeis, a Fire/Regen Scrapper. I'd suggest looking at Broadsword or Fire Melee if you really want to PvP. Of course, to be a respectable Scrapper in RV you need to be Regen. And any good player who has played Regen will tell you that you can get remarkable survivability out of it, especially in PvP.
Keep in mind that you will never be elite in PvP unless you roll a Blaster, Dom, or Stalker. Scrappers are middle of the road for PvP, although probably the best melée toon for PvP (outside of Stalkers).
You -can- make Shields work for PvP. It's hard, but possible. However, you'll gimp yourself for PvE in your PvP build.
Now, as for Shields in PvE? In my mind, I don't make a Scrapper unless I plan to IO him out (not true for all AT's, but I feel obligated to with a Scrapper because I can't waste the awesome potential of one of the best overall AT's in the game). With that being said, Shield Defense has made Super Reflexes a non-existant set for me. I had a 50 Broadsword/Super Reflexes Scrap that I loved. Shield Defense came out, and I realized how much more potential it had. You can softcap both, which means that after defense, whichever one has more tricks and other layers of mitigation is better for me. Shield Charge, AAO, and the +Max HP of true grit seal the deal as making Shield Defense possible the best Scrapper Secondary out there. Keep in mind, this comparison of SR and SD is all simplistic and a personal preference.
To softcap Shield Defense, you'll need the Steadfast Res/Def IO and Weave. That gets you an extra 7% to all positions (if you slot Weave a little bit for Defense). Really, it's not necessary to softcap melée because you have Parry for that. If you can (it's certainly possible), more power to you (and another power choice instead of Parry).
Is that your PvE or PvP build? I assume PvP. If so, then I can't be any help to you there. Don't forget to post your PvE build.

This. Know that if you plan on trying PvP with this toon, you will absolutely need an alternate build for PvP. Don't try combining your PvE and PvP builds. /Regen has the benefit of not needing to gimp itself badly for PvE in order to PvP.
This is my PVP build. I had found that my PVP build was alot stronger than my PVE build so I respected it to be similar to my PVP build, just slot in the AoE attacks and its the same set up, minus the PVP enhancements and using standard IO sets.
I don't mean to be a pessimist, but you're going to be sorely dissapointed by this toon's performance in PvP. You'll be able to handle some SO'd toons or maybe some Dom's with poor accuracy, but that's about it. Defense is not a reliable survivability tool. In fact, my Scrapper can hit SR Brutes and Stalkers at the soft cap (well, they're at the soft cap in PvE, not PvP) almost 80% of the time when they're not in Elude.
Personally, I'd just stick to PvE if I were you. Or you can walk into RV and get thrown around and Held by a Mind/ Dom while a Stalker breathes down your neck and finishes you off. Please, do what you want and try to make it work. But when it doesn't work out in PvP and you see a Regen Scrapper surviving a lot, don't ask for a Regen nerf (it couldn't survive another nerf) or a SD buff. They each have their own place in City of Heroes, and Regen's is PvP while SD's is in PvE.
But I'll be super impressed if you make it work, and that's more power to ya! Also, the level of competition depends on the server. Which server do you play in?
I don't PvP, this is my PvE build and is a relatively cheap (the HOs are frosting as is the regen tissue unique which I happened to have lying around), replace with common IOs.
Also as a 60 month vet, hasten is now actually superspeed, so I have full PvE invis if I need it for stealthing missions. Can't remember what I did with the spare slot.
This is extremely functional, but could do with a bit of work as parry is not really needed any more, but I like it for debuff situations.

Defense means jack unless you can get it to elude/retsu/overload levels.
I've taken my soft capped DM/SD out to RV to mess around and it was pretty much like "What defense?" Most semi competitive people will run builds with 50-80% global acc bonus, on top of whatever to hit buffs the have. (Tactics, focused acc, targeting drone, build up, aim all being common powers in PvP Builds)
Phase shift is nice, but I'd probably stick with the temp phase power from WB since you *need* some way to recover some of your HP on your scrapper. Unless you run with an emp or therm regularly that is, then keep phase.
Just a note, Parry does very close to the same damage as slash/slice (its like 109 base vs 112 and 106 respectively) your main chain anyway will be Headsplitter/Disembowel/Hack.
Powers like webnade and confront can make you a real pain to ranged targets, first taking a way their vertical movement and second sapping their range. Speaking at a fire/regen with no Ranged attack in the open zones, I still manage quite a few kills against kiting ranged builds, mainly because of suppression everywhere.
There may be some places where PvP Io's would serve you better but since mid's doesn't have them I just went without them.

That's not quite what I meant
Battle Agility only does one thing, defense. Slotting it entirely with one set is great if you want the set bonuses.
Powers like True Grit or Deflection do more than one thing. 6-slotting Deflection with a Resist set basically wastes half the power, because you're not enhancing the melee defense part at all. It's those multi-aspect powers that you really want to mix sets on.
I will comment on your build in a couple hours...I have to go upgrade Macon GA's DirecTV system so...if you are in Macon and tying to watch your local channels...sorry.
OK...with some software running I grabbed my scrapper's build...moddified it a bit (made it cheaper) and here ya go. Different than yours (no stealth pool)...perhaps not as "PvP centric" but it is soft-capped and has great endurance recovery and low end use.
On my build I have the Panacea heal/end unique in Health and the Gladiator Armor +3% def in Tough so I dropped ToD in Hack and put a purple set and dropped Sciroc Derv in Headsplitter and added another purple set. Ergo...about two billion influence more expensive

Oh ok Doom, thats what I thought you were talking but I guess I got it confused. Although I did it wrong, it may help out in the end. As for Tru Grit having 2 special uses, Adding Defense for Smashing/Leathal and +max Hp, I really was leaning more towards the resistance of smashing and leathal dmg. Then again... whats yalls take on True Grit? load it up with Defense or Max HP or both?
Im not a big fan of Aid Self. I tried it before on the build but respect'd out of it becuase I was always gettin interuptted when trying to use it, So Ive been focusing more on a Def/Resist/dmg Build. Figured if I can get Tanker-like Defense/Resist (yes I know it wont happen), but if I can get close or soft capped, then I could fall back in Insperations if need be for heals/etc.
Oh and Terman8er, its good to see another fella from Georgia! Im bout 2 hours from you in Augusta! Thanks for the reply on the build. bout 2 billion eh? Well...I am not in GA anymore...used to live in McDonough (southern suburb or ATL) and in Hepzibah (when I was stationed at Ft Gordon in Augusta). I am remotely working on Macon at the moment.
As for Aid Self. With a Defense based set you will, eventually, get hit and Aid Self is your life saver. With capped Def (in the PvE world) you shouldn't get interupted very often (if at all).
If you want to slot for resistances I recommend changing your secondary...honestly.
Shields, a defense based set, isn't going to give you decent resistances. Even with Tough you are probably going to make out at around 25-30% Smash/Lethal resists. That is if you slot Defelction for it and grab some IO sets.

First of all, you're confusing defense and resistance; True Grit will give you resistance (not defense) and +MaxHP. And there's no reason not to enhance it for both. But between the two, MaxHP is more valuable.

No offense, but it was getting interrupted because you had lousy defense in your build. To put it in perspective, the build you posted will get hit about four times as often as the softcapped builds that others have posted here to help you.
When you get your defense numbers up to 45% or more to Melee, Ranged and AoE positions (as some of those other builds do), you will find that enemies hit you a lot less, so they will rarely interrupt your Aid Self.
I don't know BeeKeeper Shields isn't going to fair well in PvP. You're better off in just playing PvE with your shield scrapper, other wise I'd roll a super reflexes or a regeneration scrapper.

I have a question, softcap question. I've never done it before so bear with me. Aiming for 45% defense to AOE, Melee and Ranged, with Toggles correct? So, if I have a full set of IO's in Hack that have say 3% Melee defense, will that be added to the softcap? Or is it wasted? I'm guessing that it is a softcap for that reason that it can be added, but I'm not sure. Next, how much can be added, I'm guess there must be a hardcap as well.

45% is the magic number extra on a shield is not bad because without lots of recharge and some Hami's your debuff resistance is ok not great (it is not /sr ressiatnce)
With 3 Hami in active defense slotted out Battle agility and one slot in Grant cover I am running at like 65% debuff resistance. Now if you have the global recharge of around 138% and active defense at the 95% recharge you could perma double stack it with GC and BA you should be around 85-90% debuff resistance
Also to clarify extra defense on /sd is not bad so if you go over some nothing to worry about but at the same time you should not worry about trying to get to 48-50 etc when you be better off seeking more Resistance or HP or regen to stack with your defense

Well the Soft capped Defense is 45%. It is called the soft capped because there is no really no reason to go over it. In even level minion will start with a 50% chance to hit. Now defense takes away from that number. So 30% would make that minion have a 20% chance to hit. Now that minion will always have at least a 5% chance to hit. So 45% defense is the soft capped.
Now the way to get to the soft capped with /SD is to slot power like Hack to get the 3% melee buff. Your toggles alone will not get you there.
As for it there any point to go above the soft capped. You can, to help agaisnt Defense Debuffs. But anything with to hit will be a lot more they you can build for. With my DM/SD as 45% and I do get debuff some but it is only to 40% which is still go defense.

Technically there is a hardcap at 200.38%, but unless you pop a whole tray of purples you will never reach it so it doesn't really matter.

in this example I figured it would be better to go with the Def/End/Recharge since the powers are toggles and not a clickable power. Also with Broadsword and shield being so Endurance heavy, I figured the extra End redux would be helpful. After I did the test for the single power I check combat attributes. It wasnt a major jump as I had thought but Defense went from 26% Defense to 29%. So I just did some quick figureing and Im just not seeing it.. if I slotted the other Defense/resist powers the same way with only a 3% gain on each thats not even close to 45%..
