Multiple unique av's in one spawn
The answer is no, and why do you consider it a must? There is only one encounter in Dev-created content with multiple AVs in one spawn, and it is considered poor design by the majority of the playerbase.

Arguable.
I've seen a few forum folks complaining about it, yes - forums being a small part of the playerbase, and even there some people like the RSF (I'm assuming that's the one you're talking about).
In game, everyone I've played with thought the RSF was awesome.
It's human nature to speak up only when you feel things are wrong, so going from "many people complain about the RSF on message boards" to "the majority of the playerbase dislikes this kind of design" is a very big leap.
Regardless, even if what you claim was true (I don't believe it is) ,if we had to cater to the majority for everything, all the RP arcs would probably have to be deleted to make room for farms. Having options is always good, nothing is forcing you to play arcs with multiple AVs in one spawn if you dislike that.

True but the same feature that would allow multiple AVs would also allow multiple bosses which is something that happens fairly often enough.

the problem with the RSF is its a highly punishing encounter to non-optimal team setups.

Define "optimal team setup".
My one and only attempt was a PuG where only two players had done it before.
We had no stone brute, no rad corruptor, no traps MM, no mind dominator. We did have one kinetic corruptor.
We had two stalkers on team.
Two players were under level 50.
No character was IOed out, but some had some IOs.
No temp powers were used.
It took us about 2 hours, and we did wipe once in the final fight. Now if your argument is "my team of level 48 stalkers with SOs can't speedrun this TF in one hour like minmaxed teams can", that's something ; but to say the RSF is punishing to non-optimal team setups is just wrong, unless you consider spending longer than speedruns or getting a little debt to be "punishment", in which case I'd question your standards.
Is getting from 1 to 50 in 20 hours "terrible XP", considering it can be done in 10 hours or less ?

Both the STF and LRSF have multiple AVs in one spawn. Pretty sure that one Oro TF has two or three AVs in one spawn as well.
Also, what is one players "poor design" is another players "fun and challenging". I wouldn't make the assumption that the "majority" feel it is a bad design either.
To the OP:
I've tried finding a map that would allow for something similar, but couldn't find out that worked well. If I do find one, I'll let you know.

Having three in-game TF-style encounters that use this mechanic still doesn't make it a "must." So while it would be nice (because it's always good to have more options) I wouldn't call it a "must have," especially when the MA is missing simple things like "lead an escort to an object" or "find mission door."

More options are always nice, yes. Whether this one feature is a "must" or not is subjective to the individual. I was simply pointing out there is more than one place in the game that it exists.

I still think it would be nice to have at least a duo boss option. For those times you want two bosses having a conversation as you approach them.

I agree and was similar to a suggestion I posted for a "Prevent Negotiation(s)" feature.

Not to argue with you, but just pointing out that it isn't only during TF's/SF's where this occurs. You also get three AV's spawned in the same location during the Faultline arc.
Admittedly, half the fun for me is to let the 3 AV's fight it out amongst themselves first (making sure I get one hit in on each AV) and then fighting the survivor.
But, I'm a solo player so that's the ONLY way I'll survive in that instance.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I'd like this feature, although admittedly it's because I want to make a challenge arc for myself where I get to take on the entire Praetorian Phalanx as EBs >_>

There's a tricky way to do it, but it isn't certain to work just right.
1) Make your custom group with just AV/EB in it.
2a) Tie the group to a patrol. At least 2 will spawn. I have not experienced duplicates in this fashion, but do not count it out.
2b) Create an ambush with this group, depending on the difficulty, that number of AV/EBs will ambush you. Do it tied to attacking an AV and that's one more. I can confirm this works as I once had 4 Dr. Vhaziloks attacking me. What I really want is the option to tell it to only spawn one of them.
3) Profit! (If you can live through it)
In all honesty there are really some new objectives we need the option of. We need Duo Boss, Boss Ambush, and Boss with Captive/Escort.
These are all fairly normal things from dev content that we can't use.

Or have the option to let them fight each other at the start of a mission/after an objective is finished.
Something that does work for this is to create a group that includes your AVs, then have them enter as an Ambush. You won't get to pick which specific AVs come, but it can be really challenging all the same.
I've tried doing searches, and from what I gather the answer is no, but is it possible to make a spawn of multiple, unique AV's? I want certain characters to be placed next to one another (no repeats!), but it seems dreadfully hard to do something I would consider a must for the mission architect.
