Maria is a contact that you get referred to. If you can't talk to her, try doing some outstanding arcs. I once had to go back and finish arcs from Brickstown and Founders Falls just to be referred to Maria.
While the "Studio Manager" bit is odd, I believe that means you have not yet been introduced. To do that, I would recommend completing outstanding arcs and then talking to Crimson, Unai, or Angus. They should intro you to Maria. You could also try completing scanner mishs and hoping the detective intros you, though that could take a few tries, depending on what other contacts you have.

Yeah, I have Unai as a contact already in the zone. I've just never seen anyone refer a character to the studio manager before.
I went and talked to the manager and of course he has nothing.
The only other active contacts I have are for the University to learn how to use the invention system (which I always skip).
I guess I'll try running radio missions and see if that helps.
According to the Wiki , Maria is introduced by Crimson, Angus McQueen, and Unai Kemen. I'd guess the PI detectives would introduce you to her eventually as well.

Doing 2 or 3 missions from Unai should get him to introduce a new contact, but it might not be Maria. As someone else pointed out, Angus McQueen can introduce Maria and he is a 40-45 contact. If you have Angus as a contact, try him first. Since you have out-leveled him, he should send you to Maria immediately.

Well I talked to Angus, and Crimson and both are telling me to go to the Architect Studio Manager.
Uni just wants me to run his missions and isn't giving me other contacts.

Yeah..... that sounds buggy.
At this point, I would suggest your original plan of doing scanner missions to get a new contact. That will definitely give you a regular contact and, if you already have Unai and Crimson, that only leaves Maria Jenkins and Harvey Maylor.

I did run the AE tutorial (several weeks ago). The AE Studio Manager is NOT on my list of current contacts but every contact I speak to keeps referring me back to him.
The top contact on my list is Unai and he seems to be working as intended.
So far I have done six radio missions in Peregrine and have yet to see an option for a new contact from that either.
Also take a look at your active contacts. If there's a contact from the lower tier in there, they may be trying to direct you too Maria. Also try doing a mission or two from Harvey Maylor or Unai Kemen as well as from Crimson. They might pass you along to her as well.

Note: You don't get a new contact by just doing Radio missions. You have to do enough to fill the Detective's progress bar so that he will offer you a Safeguard mission. Then you have to complete that and return to the Detective to be introduced to a new contact.

I've now gone back through nearly every inactive contact that I have. They either won't tell me anything or they all refer me back to the Architect Studio Manager.
At this point I am just going to submit a petition about it the next time I log that character on as this really seems like some kind of bug to me.
Don't talk to inactive contacts. They don't have anything for you. That's why they're inactive. 
If you have any lower-level ACTIVE contacts, talk to them.

Your "rockstar," eh? Is that what they're calling it these days?
If your main objective is to run the "Hero's Hero" arc for Dimensional Warder (and subsequently Portal Jockey Accolade), I actually suggest getting a team together and doing it through Oro. I've done this a couple of times with my SG recently and I think it's a good approach. Everyone on the team gets the merits instead of just the mission holder and it can be knocked out in about 2-ish hours. No, it doesn't have a compelling merits/hour ratio and I wouldn't run it just for that, but for folks looking for the Accolade, it's a nice bonus.
Otherwise, as mentioned above, just keep running radios and doing banks until either a) you get Maria as a contact or b) they stop giving you any contacts.
I've never had a character be completely unable to get her as a contact, though several have had to jump through hoops - visit old (yet active) contacts or run banks.
Edit to add - I just reread the OP and saw the character was lvl 47, so you won't be able to start it in Oro, but a lvl 50 can and you (and anyone 45+) can be on the team.
Well I have talked to every contact and run enough radio missions that the character is now level 48 and everyone (including the detective) is telling me to go see the Architect studio manager.
I have to think something is broken.
The detective is offering you the Studio Manager as a new contact after the Safeguard mission??? That is weird.
My only thought (aside from filing a petition) would be to go to the Studio Manager in person. Sometimes a personal visit will 'shake something loose' when other methods don't.

If you go to a contact and you have outleveled the contact, or it is a contact you have not been introduced to yet (I.E, you walk up to Maria despite not being "introduced to her") They will say some chat and list your top contact, for most people this is architect studio manager.
This is not the same as introducing you to architect manager, they are simply sending you to a contact already on your list. This is not a bug!
The character isn't bugged, you are just misunderstanding the mechanics.
What people are telling you to do is:
A) Run radio missions until you get a safeguard. Once you run a safeguard, the detective will offer you a contact in the debriefing.
B) Contacts do not usually introduce you to another contact until you have maxed out their reputation bar. You'll need to run quite a few missions to get someone to introduce her.

But if he has already done the AE tutorial (he said he has) the AE Studio Manager should no longer appear on his Contact list at all (he disappears and doesn't move to the Inactive list like most contacts do). After that he should not be sent to him any longer, but it seems he is continuing to be sent there. He's got a bug of some kind going on here.
Reminder: You have to complete the Safeguard mission to be introduced to a new contact. If you just continuously refuse that mission you'll never get introduced to Maria that way.
I've never had this problem before.
My latest character to hit the mid 40's (47) can't get Maria Jenkins to talk to him.
All she says is
"I think that you should be talking to Architect Studio Manager"
Which is weird because I talked to the studio manager and did the walk thru mission a Long time ago.
