I don't believe they said it would be in the stores with release of issue 15, at any time. . did they?
I don't think it's actually ready. Last I heard it was buggier than the trailers at the Paradise Trailer Court and Laundromat.
I'm thinking it'll be along shortly, maybe 2 weeks or so.

I haven't heard any bug reports about it. Except some QoL stuff like not defaulting to the original scales.

there were quite a few issues with the super tailor, crashing when you change models, animations not syncing up when you change model using some of the CCEmotes, for example.

That is true of any MMO... However I don't understand why they are removing Dominate from Dominators. Isn't that the core of the AT?

Domination had the +Damage removed from it, and the Dominators' base damage was increased to compensate. Then a large number of the Assault powers were tweaked (some up, some down, most getting and additional damage boost)

Uh...what? They're not doing that. They're shifting the damage portion of Domination to, for all intents and purposes, be on full time. The rest of Domination hasn't changed. They're also rebalancing sets (pretty much only the assault sets).
I must have read more into it, to me it read as though they removed it and gave the damage boost as part of the base. I stand corrected.

As others have said, Domination isn't being removed. The +damage component of it is, in return for mostly higher-than-domination base damage on all attacks across the board. This is generally a Good Thing.
Domination still fills the END bar, increases duration of controls by 50%, increases magnitude of controls by double, and gives +res(Knockback/Knockup, Repel, Disorient, Hold, Sleep, Immobilize, Fear, and Confuse).
It's still alot of bang for the buck.
