Personally, my biggest objection is that I'd rather have control over when I rez (or can be rezzed.) I may want someone to TP me back instead - which, if I'm dead, is fine. If my "rez proc" fires off, I may be dragging back unwanted aggro. Not to mention:
(a) the number of sets that can GET a rez (every Blaster, for starters, if they take Fire mastery, FA, DA, Regen,)
(b) the powers this could mess with (Vengeance and Fallout.)
I just generally am not sold on the idea, even as a chance to proc.
My opinion on the IO is this:
If this is a purple, as was suggested originally, I think it should be a standalone enhancement of some sort. It wouldn't really need to be in a set and tied to a specific power type (defense, resist, heal, etc...). As a purple, 10% sounds a little low for the proc, but I'll come back to that.
I would like to point out that having this on your character may feel almost useless at times because you wouldn't (hopefully) use this proc as much as, say, a Hold proc, Damage Proc, Immob proc, etc. Those you use constantly in attacks, so chance for something to happen.
1 in 10 chance to ress upon death doesn't feel like enough for a purple. 15% or 20% maybe. 1 in 5 feels about right for something that would drop so rarely or have outrageous prices on the market.

i don't even see a need for this. we have inspirations that fulfill this roll already. this idea falls in the same place as the end drain resist io idea. not needed.
I don't see the need either doesn't mean I can't balance out a potential version.

You're right. Market prices aren't a measure for balance. The point I was trying to make is that at 10% chance to fire, the average of once out of every 10 times you die, the IO would fire.
I don't know about other players, but my deaths are far enough between (usually) that there wouldn't be much point in slotting it for a 1 in 10 chance. Ten percent works fine for other procs, which see way more usage as I pointed out before. 1 in 10 just seems too thin.

Did you miss the part where I said there would be a dialog box, just like any other rez, wehre you would choose to accept the rez?
Either way the point is moot since this cannot be created.

So you see a need for a Chance to Hold proc, or Chance for Heal Proc or Chance for Stun Proc etc etc.
Ideas aren't always about need, ya know. There are many additions to this game that weren't needed but were added to improve on the overall enjoyment of the game.
I like the idea, but instead of being a defense or resistance based, it should be a heal based instead. Or have several different based IOs, I believe knock back protection can be obtained in as a travel power, defense and resistance flavors.
With regards t recharge, make it the same as the other player classes rez powers, what ever they may be.

Perhaps this could occur as a temporary power with a few charges rather than being a purple IO slotted into a power.
That might make more sense and be more widely applicable.

I still like the idea of a random chance of self rez. I'd prefer 15% over 10%.
This just seems odd to implement as an IO. I love the idea of being able to aquire a self-rez power but I'd much rather have it implemented as a rare recipe. The precedent here is the existing Ethereal Shift phase shift recipe. A rare recipe is still way more common than a purple, and more importantly it's usable by all characters instead of just level 50s. The power would work like the Resuscitation Skyline safeguard temp power (complete with 1 hour cool down) except that instead of expiring after 48 hours of game play, it expires after 10 uses. The key feature of the Resuscitation power that makes it so much more valuable than even a large Awaken is that it can be used as a combat rez--it includes an untouchable period so you have time to turn on toggles, get away from the center of the fight, etc.
Freedom: Blazing Larb, Fiery Fulcrum, Sardan Reborn, Arctic-Frenzy, Wasabi Sam, Mr Smashtastic.
I just like the idea of random rez.
What about a power recipe that was always on that had a 15% chance of rez and went away after 10 successful rezes.
I have a different idea for an IO of this type.
Instead of being a chance to rez, why not make it work like the "Miracle" skill from the Fire Emblem games?
The idea is that when you take an otherwise fatal hit, there's a chance the damage will be halved. So if you have 500 HP left and get hit for 600 HP damage, you'd end up at 200 HP instead of dead. Of course, the same 600 HP attack will then kill you if you get hit again since you've got less than 300 HP.
Make it a chance, like 20% or something and you've got a unique IO power that doesn't replicate any power found in a powerset or powerpool, yet manages to be an offset to unlucky Defense rolls.

I don't really see a need for this to be honest. We have plenty of ways to get to our feet again if we die. We have wakies (and the ability to turn other inspirations into them), we have self rez powers in some sets, we have powers that can rez an ally in other sets, we have temporary self-rez powers, etc. I can't really see why we need this. And we don't really need any more defense or resistance IO sets either, pretty much all the niches are filled. I would much rather see them give us more PBAoE sets or something else where we only have just a couple sets.
Why do I like this idea a lot! Because I can already buy objects and items that mimic certain powers like jet packs and stealth IOs. Inspirations are great, but take up room in my tray; while slotted IOs go where I place them. In the end, it all comes down to choice. Some players love flight and will choose it over super jump. Other players prefer playing scrappers over controllers. Take Knockback for example. This power has people on both sides of the fence. Either people openly voice their frustration and contempt for it, or there are players who know how to effectively use it who swear by it. The same can be said about Rez. Some will choose it whenever its available, while other players will never select it. For those against Rez as an IO in the game; youre in luck because you never have to select it if it ever becomes available in this game.
COH/COV is already a very flexible game. I like to have choices. Having a Rez IO provides this. Now, I don't have to go to the hospital, combine 3 inspirations, or wait on another player to rez me. A Rez IO sounds great!

this idea is cool, I would support other "single enhancement IO sets" in the game as well.
I would keep them as an IO to preserve the risk vs rewards aspect of the game.
you sacrifice a slot to gain a little something extra outside your AT "focus". it won't hurt anyone's game because you choose if you want to slot it or not.
my other suggestion would be to not make it a rare drop. given the choice between permanently sacrificing a slot in a tight build, or just carrying extra wakies or whatever I feel that the low-ish number of people who would even want these would make them uncommon enough.
I'd give them the same drop rate as the temp power recipes. maybe even a little higher.
examples of special enhancement sets with only 1 enhancement in the set:
Unbroken Will : X% chance to rez, or 1 hour click etc. healing set.
Stalker's Gift: X% chance for hide
really low chance for hide proc. defense or melee set...maybe.
this one wouldn't be as good as a powerset stealth, or even the stealth pool, and it would fire off semi-randomly, or it could be a 1 hour click that lasts 5 mins.
Grim Determination: X% or X chance for mez resistance. hold or immobilise set. useful for controllers or defenders, or dominators, anyone who uses hold powers. like having a random breakfree applied. or a 1 hour click blah blah
Touch of the blaster: X% chance for defiance to proc when held. taunt set. brutes, tanks, scrappers, or stalkers, whoever has a taunt power to put this in, would have the chance to keep attacking even while held, just like the blaster defiance power.
these are just some ideas, probably stupid ones, but whatever.

I suspect the problem with this is that none of your powers are active when you're dead. If the power is turned off (either by detoggling or by death), the proc in it has no chance to fire, and therefore would never rez you.
A possible workaround for this would be a proc rez power on a delay, with a chance to trigger when you're at low health. For example, you could have a rez proc that has a 20% chance to trigger every 10 seconds while you're below 20% health. When it triggers, it applies a rez power with a 5 second delay; if you die within the next 5 seconds, then at the end of the 5-second period, you get rezzed. If you're not dead, the rez fails silently. If you die after that, you don't rez, unless the proc has triggered again by then.
For a purple, with the proc as described above, I would suggest either a 20% chance to fire, or a 10% chance with some enhancement or other effect thrown in.
My suggested name for the set: "Eye of the Tiger", and the rez proc power should be "Ninth Life".

Strange... my tanks and brutes have this in Hurl and I've held bosses and EBs with it on occasion.
