If you and your partner are both fairly experienced CoH players I suggest Empathy/Sonic Defenders. There are many many fantastic duos in CoH. The Emps have piles of buffs and fantastic debuffing attacks.
We have both been playing for over a year and know the game fairly well. Ill keep that one in mind. thanks

No stamina is needed. You have Recovery Aura. You don't need to slot, take or even use the heals once you hit Fortitude. Sonic attacks from defenders stack minus resistances, recharge and fire very quickly. Enemies will melt before your eyes.

How are they going to beat anything up if they just have heal aura on auto?
yes I hate the average emp user.
Might I suggest a pair of Fire/rad controllers? Am+hasten helps alleviate the teens pre stamina blues.....hazzard zone hunting is viable. Once you get to 32 your monkies can really benefit from double stacked am (and its easier to buff them too)
Av's might be a problem but lingering rad goes along way, plus you can take turns blowing each other up with fallout.....good times! If/when end doesnt become an issue assault to really kick you both into overdrive damage wise.
Sure you could blaster everything to death....and earn plenty of debt badges on the way but Av's will still be a problem.
alright, that got me intrested, We will be starting from level one to 50 only duo. so ill check it out. Looks fun!

as an aside, Buff/debuff rules this game. Despite the high damage of a blaster, multiple blasters pale in the face of multiple buffer types.
Just get 6 blasters vs a Giant monster sometime (not the octupus) and then watch a video of buffer overrun or repeat offenders (if they have one, not sure) and watch 6 of them goto beat it up in less than 30 seconds.

I'd also highly recommend you both take Assault, tactics is probably not entirely necessary, but Maneuvers x 2 + fortitude would prove an interesting combination.

Why /duel is a bad idea
My wife and i team alot. I'd say a troller and a damage dealer. About any of te 2 would work.
Ice/Rad troller with say an Fire/Shield tank. Ice has awesome holds and the tank is like a scranker tank.
Fire/Storm troller and say a Spines/Dark scrapper. (though the /dark would be better with a /Kin for SB)
We run with an Ill/Storm and a Ice/DM tank.

I used to have a Stalker Duo with a friend of Mine. I played a Dark/Ninjutsu Stalker, and she played an Elec/Dark. The Elec/Dark used AoEs out of hide to mess up Minions and lieutenants, plus debuffs that reduced ToHit. My job was to rip up the remaining lieutenants and bosses and grab her aggro. We managed to duo almost every AV we came across, and the Elec/Dark's problem with squishiness was solved with her patron pool. Also, Stalker teaming gives interesting tactics.
On Blue side there are a lot of safe combos. I had a lot of fun duoing with an Ill/Rad Controller and a WP/SS Tanker. The troller makes chaos and debuffs while the tanker pulls and slams enemies around in their radioactive haze, with the Illusion pets slapping things around from outside. The Radiation buff and healing made the early levels much easier for the both of us. We were in the 20s in two afternoons.
I also had fun duoing a Kinetics/Archery Defender and a Peacebringer. It was a pretty cool team because we seemed to have to remade our strategy every ten levels or so. By the time we got into our 30s, we were a well-oiled team. We could heal each other, and my buffs affected us both. The PB was a triform with multiple AoE damage chains that made the best of my buffs, and could also tank effectively for a two person team. My defender, when not healing and buffing, has respectable damage and extremely high recharge to keep Rain of Arrows coming up as much as possible. Alternatives to the /Archery would be /Sonic or /Radiation, for the added debuffs.

Hey, yeah, if one of you has EATs, a triform PB + anything would probably be an interesting duo.
The first "impressive" duo I ran was an Ill/Kin Controller paired with an Ice/Ice Blaster. Between decoys and spectral terror alphas were rarely a problem, and after that the enemy was quickly crippled and flattened. With SOs (pre-inventions) we duoed pretty much every mission and story arc out there, along with a couple giant monsters (Jack in Irons & Eochai) and both had lots of fun doing so. Since IO's they've just gotten silly
I've run a few duos with the same friend since, but I don't think any have handled 'hard' targets so well; Illusion is great for directing away AV aggro, while Kin is good both for reducing any splash damage to manageable levels and also keeping the blaster going at full pelt.
Safest duo IMO would be an Ice/Dark Tank paired with a Force Field/Dark Defender. Tons of defense buffage and to hit debuffage to complement each other. Extreme survivability, moderate DPS.

Emp/Energy twins (with Assault and Manuevers): Two empaths absolutely cream everything once you've got all your primary powers rocking. Stopped playing at 39 because they were too good - +5 bosses were a cakewalk.
Emp/Sonic would be even better, sickeningly so, in fact.

Fire/Rad twins: interesting combination, can be vulnerable to long range attacks. Up close, Choking Cloud, Hot Feet and stacked AM and monkeys hold everything and then burn them to a crisp.

Sonic/Energy Def + PeaceBringer: The Peacebringer easily gets 85% resistance to non-Psi damage in human form, and you both have lots of AoE knockback. The PB also packs self and other heals to complement the Resistance provided by Sonic, both spike damage and slow attrition of health are covered.
Duo'd Nemesis Rex Av the other day.
Trick Arrow/Archery Defender twins with Manouvers: Manouvers and Flash Arrow x2 is 30% Defence equivalent, easy to cap vs ranged at least with set bonuses. This was a tricky duo, if your initial volley of debuffs missed you could wipe very easily.

Dark/Rad Defender and Fire/Fire Blaster.
Very fun combination of safety and firepower. I took Stimulant for mez protection.
Duo'd most of the Praetorians as AVs with these two.

Sonic/Energy and Fire/Fire Blaster: very nice with the Fire epic shield in high levels, maybe a bit squishy before then. Damage output is godly with Fire Blast and -Res.

Any tank and blaster pair can play hammer and anvil

2 Electric Blast characters could drain every group with x Short Circuit.

Two Dark/Shield Scrappers running Grant Cover will have some serious Defense, some serious offense, and a lack of downtime due to DM's PBAoE endurance recovery power and Siphon Life. You'll also have double Shield Charges to slam down on big groups. With DM's -Tohit debuffs on top of the defense, you'll be able to take out just about anything.

I have done this with a SG mate. We really were very effective. Stacking increase densities on each other for tough targets helped, too. No stuns, sleeps were a heartbeat, no immobilizes or holds. It was relentless attack, no lack of heals, tons of endurance, and double the drainage. We could nuke if they would just last long enough to build up the buffs. We both had ball lightning and short circuit. Fulcrum ME!

In my experience, if you want to run a good two-char team, you should figure out how the team is going to run before you make characters.
I have done a good deal of two-char teaming; both PuGing and with a friend that I have known for years outside of the game.

I think it works best with a point-man character and a support character.
The first thing to do is to consider who is more likely to be willing to support the other player.
Then have the first player make the point character.
Look at their sets and then built a support character best suited to support the "point man".
I had very good success running as a support ice/empathy controller to support an ?/storm defender.
Our damage tended to be kind of low, but we had no problem finding a blaster to add damage to the team. I would usually recruit one or two blasters that were of a lower level and we would sk them.
I also had a lot of success supporting a ss/willpower tanker with an energy/energy blaster.
Support play mainly consists of targeting through the "point man" player and aiding them directly in damaging/debuffing the enemy that they are attacking and/or buffing/healing the "point man".

If neither of you can play a support role, then I would suggest two scrappers or two Brutes that were either regen or willpower.
Well we set it up as Debuff and Damage, I got the Debuff and some damage. and he has the blowout damage. only us 2 will be playing with no team bigger then us 2.

So, which powersets?
My wife and I have lots of duos, and I find controller/blaster and controller/scrapper duos the most fun. Or corruptor/brute duos redside.
I might go something like a fire/wp scrapper and an ice/kin troller.
Me and a buddy are planning to go only the two of us till 50. Teaming everytime, We want damage and some defence but will be happyu with overpowering damage.
What are two builds together that just dominate together.
I was told Psi/Energy and Psi/Fire Blasters. If there are others please tell.
