Does this game have anything that requires such things?

Your right, it is a long history that you all have and adding value will be difficult.
However, tools such as a visual build representation with the ability to comment upon it and have discussions is something that many find extremely useful and desirable. We have some history in doing this kind of thing.
Tagging is something I would expect out of it as part of such an application because it makes sense. Import and export is also something useful because it allows you to put it in an offline application that also supports import and export. I don't remember off hand if COH Planner has the import/export support but when I was last playing COH alone it was the primary tool (next to HeroStats) in use.
At BattleClinic our focus has always been about providing useful venues to help players learn from other players how to be better. Tools such as the capability to share builds with others go a long way towards this.
We are not a big business like some other multi MMO sites, we are players ourselves and we do this because we love the games themselves.

Let me ask YOU a question. Whats missing? What is the thing you as a player have thought "This would be a good idea and really useful"
I'm going to go make and Energy Energy Blaster now.... don't know where my old one went It seems to of disappeared in my 3 year hiatus from the game.
Shouldn't have, they don't delete old characters. Maybe try looking through all the servers? I am always finding old alts when I accidently click on the wrong one.
As for what the community needs... not sure. We already have boards for people to compare builds and so on (here), there's Mids Planner which lets you plan builds and export them to share with others, theres already a wiki (so not sure how successful you'll be trying to build a new one up from scratch, I'd guess anyone who is inclinded to do that sort of thing already does it on the existing one) and there are various sites with all the missions in the game and every power too.
What might be cool is an online mission builder, with fields for all the stuff from the MA, that saves a file in the correct format to be read by the game. That way people could tinker with their stories whilst not ingame. I don't think we have one of them yet (though might be mistaken)

I'd guess he means that if people put builds up on the site they could be 'tagged' with various keywords (things like AoE, single target, support, control, concept, OMGFOTMBBQ!!1!) so people could easily find or compare builds that do what they are looking for.

Yeah, I've got to admit I'm reading this and scratching my head - while I suppose a second source is useful, you should look up the titan network. You're reinventing the wheel somewhat...

I think it sounds great, and I look forward to what you have to offer. I don't know if you'll end up improving anything we currently have, but you might, and that's great. Go for it, and don't let the naysayers discourage you.
I'd scope out the best-of-breed, though. Mids' character planner, Leandro's mission creator, Red Tomax... see what you think is worth attempting.

Mids character planner is a new on on me, so is Leandro's mission creator. Bean browswing through Tomax and while useful, doesn't seem well planned out.
Its hard to find something of value to add to a game that has been around this long. All the "old hats" know where everything useful is and truthfully reinventing the wheel isn't very constructive.
However, I think a venue to share in builds in a visual manner IS something that I haven't seen here. I see the builds in a text format but that is different than seeing it in a gui.

To each his own. Red Tomax's site is permanently loaded on one tab in my browser. ParagonWiki is on another tab.
While I don't perceive anything 'missing', the fact that I already use three separate sites shows that no one site gets the whole job done. You guys could easily come up with something that I'll look at and wonder, "Why didn't anyone else do this?"

Actually, City of Data is remarkably well planned out and implemented, especially for as complex a database as it is. It just requires a certain degree of proficiency and knowledge about how the game works to actually comprehend it. Saying that it's not well planned out is like claiming that an advanced physics manual isn't well planned out because you don't understand everything in it or the specific design methodology.

If you want to reinvent the wheel, that's up to you. But providing fan support for a game with a very well established, very well run official and fan-based sites and forums and 3rd party apps already in place is going to be very, very, very difficult.

[/ QUOTE ]Mids' has three methods of importing the text builds into the program (interpreting the text, a data chunk hash of the build, and a download link which generates a file for the build which you can then download and open). I find that sufficient.
Suckerpunch's build planner is online, with a graphical display, but it's out of date.

Uh...no. Mids DOES let you share builds in GUI format. Go check out recent posts that have builds using a newer version of Mids. They have 'datalinks' or 'data chunks'.
Mids doesn't just output in text. Using the clickable links or importable chunks, you can view the build visually, locally.
But I agree - that's not the same as viewing the build in visual terms online.
I admit, I am interested in the notion of a site that offers a searchable database of builds - someone mentioned, in this thread, that builds could be tagged - 'AoE', 'Single Target', 'PvP', 'PvE' - that could be useful. Something like PvX (the Guild Wars build wiki), perhaps.
That would be cool. Suckerpunch's build planner does have an online database of searchable builds, but given that the planner itself is horribly out of date and the search perimeters were never very robust to begin with, that's a niche that can be filled.
It's counterproductive to reinvent the wheel, but if you can find something to offer that nobody else does, something that can coexist with the existing player-run projects...that is something the community will get behind.

For people who can't abide by simple common-sense rules and for whom the anarchy and, thus, near-uselessness of Usenet was a big plus for them, then, yeah, a non-official forum is a great idea.
Like the one at badge-hunter.
Or the various Titan forums.

I'm Sky Grunthor, the community manager for BattleClinic.com. So of course you're asking now, "who are you?"
BattleClinic is a player driven community site that offers tools, news and information for a number of MMOs like City of Heroes/Villains.
We know we're joining a well-established community, and we're proud to do so! Later this summer we are planning on debuting a character build section to the site where you can share and discuss the various builds that you play with.
It will offer

We are also working on developing the CoH/V wiki with missions, maps, characters and various other game related information.
We are also an official seller of City of Heroes/Villains Game Time Cards through Deep Space Supply. We use that to fund the site and develop tools for our users to use.
