Dev's take Phaseshift out of pvp
Actually Phaseshift is the only power to be correctly balanced by the devs ever.
All you gotta do is take Phase, now when you see someone Phase pop it yourself and get a kill.
Thats good to know, but I've never seen it happen yet. lol
Phaseshift should either have a daily use limit, hourly use limit or be taken out of pvp.

I don't see what the big deal is when you just phase yourself and keep attacking. I agree with everything else you said.

No one would take Phase knowingly if you could only use it once a day or even once an hour. It's usefulness would drop drastically, people would take something else.
Your basically turning Phase into a temp power, Nem Staff and Jump Pack would be more useful than Phase.
People are 'abusing' (actually, just 'using') phase much more now because of all the travel suppression and other 'balancing,' not because there's something unbalanced with phase shift. If the PvP playing field hadn't been 'levelled' by dynamiting it, odds are good that phase use would be much less common.
In fact, phase has been nerfed heavily and repeatedly for PvP purposes, including timers on how often you can use it and now the change where you can phase in order to attack a phased target.

This. Phase is one of the only things that do work in new pvp. And that is after it has been gutted pretty harshly too.
As a sidenote, one need not take the Concealment:PhaseShift power. Ever, unless you're desperate to phase self in Bloody Bay or Siren's Call prior to reaching level 30.
From level 30-50, you can get HyperPhase by doing 5 minute patrol of Warburg. HyperPhase is good for 30 minutes of on time, which at a max of 30 seconds per use, means you get at least 60 uses. Should that ever run out, just patrol Warburg again.

No, if they'd attempted to balance PvP they would never have added these retarded travel suppression rules. With the new travel suppression, taking Phase is basically a necessity for a PvP build.
Phase and Hibernate are legitimate powers - I don't complain when my target uses them, because I know that once they come out of Phase they can't use it again for another 90 seconds.

To add another sidenote, these phase powers aren't 100% reliable. There's a decent duration of time after clicking the temp power that an animation for the phase has to play out. I've been spiked quite a few times before it was able to play out in SC
The power pool and the phase you can buy at the market are almost instantaneous when clicked. However, the power pool will take up precious power options and the temp power has a limited number of charges (5?). The temp also can not be shut off once activated and you will have to wait through its timer.

OP: You say the problem is that people hibernate and then phase and that makes phase a problem, but perhaps the problem is hibernate and not phase, since there is a counter to phase but not to hibernate.
Hibernate can make someone nigh unkillable, espeacially in a multi-bogie situation, where you focus on him, he hibernates and meanwhile his team eats yours up until he comes back out and does it all over again.
Except with Hibernate, all you have to do is lay down some debuffs where they're Hibernated. When they come out they're screwed (unless they're one of the ones who takes Hibernate and Phase, which IMO is almost a must for zones).

Did it the other day, realized I had the temp phase power, and when my target phased and tried to run, I phased and finished them off, was funny There's already like a 2 minute timer between using any kind of phase power.
Just came back after a 1 year break and this new pvp system is horrible!

From what Ive seen phaseshift is being more abused then ever.
This is what villains are doing now "as you probably know".
1) attack 1 or 2 times
2) Hybernate
3) phaseshift then runaway.
I'll stick to PVE for now or until they fix this broken pvp system, or play CO when it comes out.
The new players don't know what pvp used to be so they can't compare it to anything, so maybe they don't know how terrible it is now.
