Don't take criticism as negativity. "This sucks and so do you," well, that's unproductive negativity, yes. But negative comments ("The problem I see with this is..." and even "Well, we've heard from the devs this can't be done for X reason") can help you refine an idea, and should be taken specifically as that.
Don't know which way you meant it - but take the comments as what they are.
Now, as for the ideas themselves?
- Baseball
I'm not sure there *should* be a bonus for this, though it could be amusing. Honestly, just the off chance (say, 5% to hit, unenhanceable, unbuffable) that you might hit a teammate with the ball and "stun" them (no actual mez, just stars) might be worth the occasional laugh.
Alternately, just as a time-killer, "catch" with a teammate - which can be passed on to others - might be interesting, given how people seem to like the snowball. You trigger the power and toss to a target, they catch (with a chance to miss, yes,) and can toss the ball to someone else 'til someone misses or doesn't toss it in X amount of time.
- Basketball courts
Not sure what sort of work would have to go into making the hoops "real" hoops, but if they do that, give me a SG "hoop" I can either hang on the wall or, with pole, stick on the floor. Not sure about the "give inf," especially with being able to get your to-hit buffed with aim (especially with ATs that have no "Aim" inherent to their powersets.) If it's a small buff on each successful throw up to some cap, though, it'd be good for everyone.
- Costumes
The under-eyes stripe is available already, IIRC. (Not the one going across your eyes, but one actually under the eyes.)
- Trophy
Give an SG base item - large, small, trophy case with trophies.
Yeah Bill thats what I meant, the childish comments I see regularly across the forums. No need for that, but I am very open to criticism and honest feedback. Thats what I'm lookin for. So have at it!
Also, I like the SG hoop idea, and the "catch" idea, AND the "get hit by baseball and stunned" idea! Hell, we're off to a great start already.

Ya know what Pipsy, I didnt even know that thread still EXISTED til after I posted this idea! I scrolled down and you can imagine my shock because I remember when that thread was first started, so I was like WHOA! So hell yeah, Big Red Ball should/could be included in the Sports Pack!! AWWWWW YEAH!!

I don't know if I was somehow scarred as a child, but for the most part I can't stand the kind of atmosphere that tends to surround organized sports. All too often sports reinforce the thinking of if you are 2nd place you're still a loser. To a certain degree that kind of thinking is already in PvP, but at least that is a 'self-contained' part of CoX.
I already try to avoid businesses with TV's playing on the weekends, because invariably there is some sports event blaring. I don't want to have to avoid CoX because it is becoming City of ESPN.

I completely agree with you... and yet, I still kinda like the ideas that are presented. Especially if there are any new costume items added, no matter how specific an item may be, it can always be co-opted into use as something else!

Some of the ideas are cool, some are meh. Some sports themed costume pieces would be very cool.
Examples follow: Catcher's mask as a Detail 1 option on faces. Football pads as a Shoulders or Chest Detail option, perhaps split it between the two. Goalie mask, both modern (as a Helmet option) and classic (as a face option) Cricket bat for War Mace. Hockey gloves. Various jerseys (hockey, football, baseball, basketball) Hi-top sneakers. Cleats. Catcher's knee pads w/cleats as Boots option. Football Helmet (or even just the faceguard as a half helmets option) Football pads under a jersey as an Armored option. Same with hockey pads. Batting gloves.
Some of the emotes are cool ideas. I don't know what the power for the pack would be though. That's about all I can think of.

You see? This is exactly what I meant above... 
Very cool idea in general.
On the sports rewards: each of the little "minigames" could give a small +End Recovery buff perhaps, or other buffs chosen at random: that's thematic, and something everybody can enjoy. Maybe small insps would drop, or inf like you said. Heck, it could be a range of things, and what you get is random.
Some thoughts on the different sports idea here:
Basketball Hoops: it shouldn't be too hard to make them targetable, and make them the only viable target of a basketball power, but may take quite a bit of time to go through and replace all hoops with the targetable versions. Good concept, but is it worth the effort?
Baseball: I like the idea of pitching to an ally, and if they hit the ball they get rewarded. I'm not sure I like the pitcher getting rewarded for a strike though, kind of messes with the spirit of the thing, and makes it a surefire "someone wins" game.
An idea of my own: football. Like the baseball, except instead of targeting an ally you target an enemy, and punt a football towards them. If they catch it, they look at it for a second, and then try to run away with it. If you defeat the enemy with a football, you get a reward.
Sounds like fun, mostly. Costume pieces, yes. Emotes, yes. Not sure about the special powers you propose though. Sounds like a bit too much.

An idea for this: Bowling Ball- you roll a bowling ball at a group of enemies [cone effect] and it does smashing damage to them and has a chance for knockback

Ok, I didnt sit down for days to come up with this so dont bite my head off but I was just thinkin something like this if they ever decided to create a Sports Themed Pack or Athlete Themed Pack.

Ok, there are several b-ball courts in differnt zones and I was thinkin, what if the Devs made the actual Baskets on the courts clickable, where you can click on it like you would a badguy, and use your OTHER sport power BASKETBALL and shoot a basketball at the hoop, maybe each shot gives you like 2 influence, the further away you are, the more inf. you get and if you have AIM, if you click that BEFORE you shoot, it increases your chances of makin the shot. Of course the ball would just magically dissappear and reappear in your hands after each shot or somethin.

1)Remember that classic Michael Jordan celebration they always show on TV where he makes the winning shot and jumps in the air PUNCHING the air, then lands and punches the air over and over in celebration? Something like that maybe? ya know, maybe you took down an AV with your team and it was a rough go, so now its time to for a well deserved, SPORTS THEMED, celebratory emote!(not that the VICTORY emote isnt cool too devs)lol
2)Golf Swing emote-self explanatory, golf club appears in your hands.
3)Trophy Emote-well, basically you hold up a trophy like the true champion you are as if you just won the championship game. And the trophy has a big "#1" on it lol.
4)Ready Set Go Emote-you get down like you are on the starting blocks at a trackmeet, then the next second your in the SET postion like you are about to take off...what follows is up to you!
Cant think of anything else at the moment. And I know I know, SOME of these things like the whole basketball court thing MIGHT be a little "extra", but hey, I figured they got "Juggling" and "Fortune Telling" in the game I figured why not?
