Reminds me a little too much of spending a heap of time to find similar NPCs back in WoW (All those wasted hours searching for Rexxar... 
) but in a small zone like the D that'd probably be ok. Plus if the contact marker could be made to point to his current location rather than the default then that'd solve that problem entirely. Dunno how hard that'd be though.
Alternately you could combine this with one of your other suggestions and have him actually be a DJ rather than just floating there looking stupid all day.

If that was the case than add missions for the areas he's at.. like say if he's in the tiki room, have a mission dealing with the BP's, or if he's in the monkey lounge have a mission dealing with the Family,... or if he's on the dance floor have the missions dealing with the villains or patrons thats on the dance floor.

That does lead to a minor problem. Not everyone has access to the tiki lounge. Other than that, I kind of like the general idea.

Co-Op Scanner/Newspaper type missions. Not Valentine's Day Co-Op give extra buffs to the other team missions. Just regular Co-Op Scanner/Newspaper type missions. Unless everyone wants the Valentine type buffs.

I'd like a kind of 'battle simulator' in there. Where you can say, test your hero/villain against 12 Fake Nemesis at once, or Lord Recluse and Statesman against you at the same time. Or 30 level 53 Dark Ring Mistresses.
No debt or rewards, just a pleasant way to test yourself against PvE NPCs.
The secret mission you can unlock would involve one of those "holodeck disaster" type stories, where you have to go into a malfunctioning simulation, nullify the now very real threats inside, find the glowie and shut down the simulation so it can be fixed. Or hmm, no, that's how you get access to the simulator in the first place! The techie in control of it is so grateful for your help that he lets you use it whenever you want from then on. Yeah. There you go.

Pocket D's a nice place during the Winter event, and somewhat cool during the Valentine's day event, and really, the place has all kinds of neat potential that I think should be considered.
-To start with; let's get some different music in there, I'm not sure if the Devs can really spare the manpower for mixing original music (or remixing the currently used tracks) but maybe this could be where the player community comes it. But if not, hey, worth a shot, right?
-Move DJ Zero around and change his costume one in a while. Maybe we can occasionally see him out on the dance floor enjoying the club, having a drink at the bars, or even find him filling out paperwork related to running the D. (I know this might be tough since he's a contact, but it's not like you're being asked to scour an entire city zone for him.)
-Maybe add an outside balcony area to the D, or open up the roof to folks? Maybe a quiet, side cafe area, for heroes an villains who want to kick back a latte without the noise the main party. (Though I suppose this is what the Tiki Lounge is for)
-Add a villain exit/entrance to/in Cap Au. (This will probably be the most wanted thing on this list)

-I would also like to propose the following events/changes to events:
Add an ice skating rink for next Winter Event? Really, it's more of the same "sliding floor" stuff, but who knows how fun it might be?
For the Valentine's day event, Pocket D is remodeled to look like a 1930's or 40's era Ballroom, because nothing screams "Romance" to me like ballroom!
A Summer event: Maybe have access to a beach zone like the skii chalet, have diavable water like in Cimeroran caves, watergun and water balloon temp powers, unlock swimsuit costume pieces (Not too hard to do that already for woman, but it's tougher for guys who don't have the boxer shorts vet costume award piece.), Summer event missions that involve fighting Arachnos and Longbow... IN SWIMSUITS! (Stop the Tarantula Mistress Bikini Contest!) Also, a Big Red Ball on the beach.
A Halloween event where the place takes on a dingy, abandoned warehouse or giant mausoleum look, all the NPCs are various monstrous or ghoulish enemies you'd see in the game. You would also go on a mini co-op TF where you fight losts of ghosts sand undead, at the end you fight Ghost Widow who introduces herself as "your host. Your ghost host" at the end you get the Badge Title: "Bustin' Makes Ya Feel Good."
