O-portal limited to level 25, why?

Not 'counter-intuitive again. One of these days I'm gonna tear those 'Word of the Day' calendars up.
You must remember: game is not played in a vacuum. There be Heroes there too. Wild guess would either be one of the following:
1) Completely arbitrary. Themz da breaks, kiddoo!
2) Heroes do not get a time travel mission or arc in normal play as the mission holder until approximately lvl 25 or thereabouts. We gotta be fair; just like the Devs always say.
Heck, it's possible to get on a team doing Portal missions at lvl 1 so NOT getting the O-Portal at that level would be counter-intuitive. Not what i think, but it stands to reason.

If you haven't joined a global channel, you're not really looking for team.
I honestly think that its to Give Us Something To Look Forward To. Part of the appeal of any MMORGP, which always have a strong element of repetition, is the earning of rewards that the player can look forward to. When I hit 20 I can get a cape! When I hit 25 I can use the O-port! When I hit 51, I get my epic winged mount! Or whatever. If every Good Thing were available to every character at level 1, many would find the excitement of leveling to be diminished. Less feelings of excitement in the game for whatever reasons = more cancellations.
So you don't get your O-port until 25 because it would eventually bankrupt Paragon City.

Because a large part of the function of Ouroboros is to go back and do stuff you missed, like badge missions and such, and there isn't much to miss before level 25.
Alternately it could be viewed as: The powers that be in Ouroboros are not going to trust their time travel technology to a hero or villain that has just gotten their powers and hasn't proven themselves yet.

Also, I guess the missions concerned were in the game already set to their appropriate level ranges and so in adding the ability to learn about time-travel to those missions that contain a time travel element seemed like a good fit even if you couldn't use it until later.

Part of it, I think, is simply wanting to K.I.S.S. it.
Gating a zone by level is not new tech.
There is no "You are level 25 badge" that we know of - visible or otherwise.
Doing it as they've done helps keep the badge database looking cleaner without requiring any kind of new tech, yet lets them tell you that you have it.

Jim Tremblor's line in Faultline (lvl 14-19 range) also gives heroes the Ouro portal power when you complete it.
No, Doc Delialah level 20-24 gives it.
I had no idea Marshal Brass could give out the O-Portal. I've run his arc 3 times and never did... oh wait... he has two. I guess I've always outleveled him before he got to the second arc.

It came from player-created tests of Griefability during i11 Beta.
When first implemented, anyone of any level could click on an O-portal and go to Ouroboros. Trying to think like the lowest common denominator, several people tried dropping O-portals on Miss Libery in Atlas Park.
So a new player pops out of Tutorial, goes to the Trainer as they have been instructed to, "clicks" on them, and is suddenly in a strange place with no clue what they are supposed to do now.
The "you must be over lv25" restriction was implemented directly to prevent things like this.

The feature you are talking about was added later to prevent higher-level characters from being blocked off from contacts. But the level restriction was created so that the O-portal could never be a "trap" for new, unaware players.

Even if it was designed specifically for new characters, a lvl restriction of 10 would probably have been just as sufficient. The question is: "Why 25?"
Also, what's to stop any of the many lvl 25+ from spamming portals on Mrs Liberty? Even if that's the excuse they gave you in Beta, it just doesn't make any sense. Even before the change I mentioned, they still wouldn't be able to click Liberty because they just got the error message for the lvl restriction instead. That didn't solve anything.

That's my guess. The danger of long-distance travel in high zones is part of being a baby character. Plus, Oro goes to Peregrine. Not providing easier access to PI for babies used to be a concern -- I guess MA has eclipsed that.

Could have worked. But I like Ouroboros as it is. Though it sure does come in handy as an easy way to run letters back and forth between Crimson and Indigo.

The Shivans in the intro Arc are level 25. But you can enter BB at 15 and be auto sked to 25 and fight shivans. Lower than that you may not be able to handle the Shivans as well.
But also think of it as your reward for making it half way to 50.

The Shivans in the intro Arc are level 25. But you can enter BB at 15 and be auto sked to 25 and fight shivans. Lower than that you may not be able to handle the Shivans as well.
But also think of it as your reward for making it half way to 50.

My point was you cannot get any of the Ouroboros contact's arcs/TF's until you are 25, so there is no reason to allow character's under 25 into the zone (other than the secondary effect of having a zone travel power). I doubt it has to do with Shivans as you can face those villainside at level 15 in Marshal Brass' arc.
