Make sure you get the Founders Fall Safeguard mission done (and the badge in it), pretty much everything else you are woried about is available at 50, or via Ouroboros.
And even the stuff that closes you still can do exemplared if a friend runs those missions.
So no worries really.

There are also plenty of opportunities to do things with your alts, as per your sig.
The only things I can think of that you can't go back to at 50:
1) There are a few non-story-arc, non-badge missions that you can't go back to. I don't know who has them; I think someone mentioned Angus Whatislostface as having some.
2) Villainside, if you fail any of Pither's missions, you cannot get the efficiency expert badge.
So, y'know, go wild.

Short answer, yes you are outleveling some things. Most of the things you named on your list run to 50 though.
However that's kind of the point. There's supposed to be more than you can possibly do on one character, so that you feel like you can start a new character and do entirely different things.

Technically, you have already outlevelled Croatoa - the only way you could do it right now on your mid-40s character is through Ouro. The zone is 25-34.
But Skydance is correct to tell you "no worries".

It's true that my alts can quite efficiently serve this purpose. The first character I have ever created sits on her level 38. Just need to get her to 40 and all those possibilities open again.

Also, you could always disable earning experience in the Options menu, if you'd like. I do this on my souvenir Brutes so I can complete every storyline in a given level range. (Yes, plural. I'm on my second one right now.)

Angus McQueen. There are only two places you can encounter Baphomet to get the badge for defeating him. One place is in Angus' mission; the other is a Shard TF.

50 is by no means the end, I took 3 years to get my first 50 and I've purpled him out since then, and many 50's since.
You can still run all those contacts that opened up at 45-50, you have no debt worries other than how quick you can get the debt badge, at 50 you become kind of fearless and death means nothing, you explore more, you are a complete character with all your powers picked, all your slots full. You can work on getting the best inventions to only improve your character, you can offer help to lower levels, you can go no higher yet you have so much more to do.
Then there are flashback missions, retrace your footsteps and get what you missed along the way, trust me 50 is just another doorway, it is not the end of the line.

It's way to easy nowadays to shoot by a lot of standard story arcs. Between wanting the two temp travel powers in the first two safeguards, crafting tutorial, joining Midnight Squad and the first two contacts in Faultline, I haven't had the chance to do the Doc Vaz mission arc in what may be years. And this is soloing, God knows how much faster it'll be teaming.
Poof! I'm now level 20 and in Talos/IP/Striga/DA/Croatoa (at 25) before I know it.

I think it's more fun to make a new alt and decide "this time I'll do the Hollows-Faultline-Striga-Croatoa version". Or another that does only normal arcs, avoiding the hazard zones, etc.

Yep. Or my latest new alt - only doing non-farm MA stories. She's currently in the low teens and still in AP for the foreseeable future, although I will be coming out to do costume slot and cape/aura missions.

Just going down through the list...
Rikti War Zone is content you can never outlevel.
PI has some contacts that you can outlevel but your 45+ contacts will be availible to you after 50
Cimerora is another zone you can never outlevel.
Croatoa is outleveled, but as mentioned you can use flashback to get to the arcs you missed
Firebase Zulu is designed for level 40-45ish characters, but the only thing you're missing is endlessly repeating missions with no story content and 4 task forces that you can do at any level anyway.
Eden...not really much to do in eden except for the Eden trial which is open to you at any level
Your Founders Falls contacts are probably going to finish you out on their story arcs and tell you to take a hike at this point. You've most likely outleveled them all.

My main character hit 45 yesterday. I've had her since CoH launched but I'm extremely slow to level, too many alts.
I just visited Firebase Zulu for the first time ever this morning and then it hit me: there is so much stuff I haven't seen yet... Now, with all the exp bonuses and patrol XP we get, I'm afraid I'll hit 50 way before I get to see all this content.
Here's a quick summary of what I have and haven't done with her:
-Spent lots of time in RWZ; just finished Serpent Drummer's ark.
-Barely scratched the surface of PI, I have done maybe three portal mission tops.
-Haven't touched Cimerora yet.
-Haven't touched Croatoa yet.
-Haven't touched Firebase Zulu yet.
-Haven't been in Eden, ever.
-Load of contacts in FF still active.
So my question is, when I get to 50, how many of those opportunities will close? How many of those contacts will tell me that I have outleveled them?
They all look so yummy...
