Willpower survival problems
I see a few problems actually.
1) You don't need that many end redx in your toggles. With QR and stamina, 2 end redx IOs on your toggles is overkill. They aren't even that expensive to begin with. You could comfortable go without *any* end redx in your toggles if you have your attacks slotted up with enough end redx.
2) Electric is a underwhelming offensive primary. There's really nothing you can do about it, except how to maximize how fast it cycles and perhaps adding a pool power. Since you don't have your fourth pool chosen yet, consider taking air superiority. It's a decent attack, has mitigation and is fast activating. Jacob's Ladder is underwhelming...I'd respec out of that. Consider the Ghost Widow epic, while ball lighting is nice, Ghost Widow attacks packs more punch.
3) To toughen yourself up, add IO set bonuses that either boosts your S/L defense, defenses to fire/cold/energy/neg energy and add hitpoints. For example, 4 slotting Kinetic Combat in your attacks yields about 3.5% (?) S/L defense that stacks nicely with Heightened Senses. Slotting up Luck of the Gambler and Numina IOs boost hitpoints and can be fitted into many of your powers.
4) Build up, Weave, Fast Healing, RTTC, Mind over Body all seem underslotted or unoptimized.
I don't have Mid's in front of me right now, but there are many relatively cost effective ways you can improve your build.
I'm no expert here, but if you're feeling like you're not survivable, why wouldn't you put three heal IO's in your healing skills?? RttC, Healing, Fast Healing, High Pain Tolerance...I agree that you don't need more than one end-redux in your toggles. I don't even have Stamina yet, just QR, and I don't have any endurance issues with 2 end-redx in each attack and 1 in each toggle. Fit up for more healing and that should make a difference right there.
After that? Like I said, I'm no expert... :-D

as a matter of fact on infinity there has been only ONE RECIPE from the entire set sold in this entire month at any level from that set. that's how rare (and expensive and in demand) it is.
below is what my stone/wp is looking like. the survival numbers are about the same but with stones soft control i generally dont need to max out much. i have as many +hp (and +recovery bonuses as stone melee is an end pig when attacks are frankenslotted and have recharge) bonuses as i can because +hp directly increases your regeneration rate more th an adding just straight +regen%
this morning i was blindly invited (at 38) to tank some poor dom's patron arch. we eventually picked up a sonic and thermal corruptor (thermal left before the av). i tanked numina no sweat. her ambush included several longbow bosses and i told the team to ignore them - they were rttc fuel. i just used fault to keep everything but numina and the 3 bosses permanently stunned
electric isnt a very good primary. i would however recommend dropping chain induction since you have ball lightning. you dont really need it.
the io's in this build are exactly as they are on live right now at level 40 with the exception of the ones in tough, weave, heightened senses and of course the 40+ powers cause i havent picked them up yet.

when the team hit 8 full members i was still tanking, even though we picked up two /elec brutes of the same level. i would herd two groups at a time (aggro caps suck btw) and when they'd reach me around a corner - fault. everything but whatever bosses came were now stunned for 13 seconds.
drop chain induction for lightning clap imo. electric fences + lightning clap is like a fire dom doing fire cages and flashfire. it's a hold. an aoe hold.

This looks like the big one, especially against Cims.
His total's about 8% S/L def; mine's at 23% in a fairly untwinked build.
Steadfast: Res/+DEF IO, 2 sets of Kin Combat = +10% (the rest is apparently due to me slotting weave), which is a significant boost against in survival against the alpha, if nothing else.

cims are all broadsword. they will debuff the hell out of any defense willpower can stack since the set has no defdebuff resistance. best thing one can do as a brute if you have desires to tank and be willpower is to take a more tank-like primary. the tank primaries we share all have soft control for a reason

It is possible to find them. And they show up as bronze recipe reward rolls for AE tickets.
My brute is all of 3 weeks old, and I'm certain I bought all but one of the pieces off the market. Further, I have another set, level 32 to 35 (all but the knockback proc) crafted and in storage. Again, mostly bought off the market, though I think the dmg/end/rech piece dropped off an Ouro mission.
If you look at the last 5 sold on Acc/Dm recipes, it shows 4 level 35 recipes sold today. So they are available to those that are waiting or putting out standing bids.
They're rare, but not hen's teeth rare.
Also, FYI, the markets are cross server. So it's as "rare" for me on Virtue as it is on Infinity.

That's not true, WP does have def resistance in Heightened Senses (~27% when slotted), but it is pretty piddly. As stated, the Cimerorans will cut through all but the most extreme amounts of def resistance (ie: Soft capped SR or Shield with 95% def resistance).
[edit: Or if you have enough of a defense buffer over the soft cap to cover being hit a couple times. That'll do it too.]
By the way, even control heavy primaries get shafted against the Cimerorans. Pretty much all of them have Energized Shield, which gives them and all allies within 8 ft, MAG3 status protection (knockback included) and the Lieutenants / Bosses have Shout of Command which gives 15s worth of status protection / resistance (not sure exactly how much, since I don't have mob modifiers). It's possible to control small numbers of them, but in a big herd? Heh... good luck.
The Cimerorans are just a brutal group to fight against.

Odd, I just put in bidds for 3 full lvl 35 sets not counting the proc and got them all in 2 days.

3) To toughen yourself up, add IO set bonuses that either boosts your S/L defense, defenses to fire/cold/energy/neg energy and add hitpoints. For example, 4 slotting Kinetic Combat in your attacks yields about 3.5% (?) S/L defense that stacks nicely with Heightened Senses. Slotting up Luck of the Gambler and Numina IOs boost hitpoints and can be fitted into many of your powers. Slotting Steadfast: Defense also helps a lil. There are 3 regen bonus uniques to slot in auto powers that give +25% (Regenerative Tissue) to +20% (one of them gives +10% recovery as well, they're in the guide in the laboratory forum) I dont know if HPT pulses but if it does thats where your steadfast should be.
4) Build up, Weave, Fast Healing, RTTC, Mind over Body all seem underslotted or unoptimized.

I used Mid's to tweek your build some. I went for mainly +HP and +Regen, but also added some +Recharge to get LR up more often.

I did steer clear of most expensive IO's.
Several mentioned that you may be over-slotting your endurance reduction. In fact, even if you replace an endurance reduction enhancement by defense or resistance, you only gain a few percent of your defense and resistance values. So, it is not really too big a deal, but it would be a nice tweak.
I think people have a point that slotting s/l defense probably won't help that much fighting Cimerorans, because the defense debuff can stack pretty quickly. If you can make your s/l defense beyond soft-cap, then it will make a difference. However, you probably need your whole build dedicated to it. On the other hand, some bonus for defense will help in a general situation, so you can still consider enhancing your defense even if it doesn't help that much in Cimerora.
I took a look at your build. There is nothing wrong with your build. I would say it's a typical build with lots of attacks for fun. If you want to increase your survival, you probably need a focus for your IO bonus. Right now, your IO bonus doesn't particularly enhance certain attributes. To focus on a particular IO bonus, you might have to pick other powers such that certain IO set can be slotted. In general, this is pretty hard for us to decide for you. Others have posted their build for your reference, you can play around and have some fun planning your build.

That's why I said "against the alpha, if nothing else".
RRTC and S/L res take over after the alpha.
Has worked well enough for my NRG/WP so far.

I'm not sure what exactly I'm doing wrong, but I'm having trouble surviving on my 50 Elec/WP Brute. For example, I was on an ITF over the weekend, and I would have been faceplanting every mob if I didn't have insps. I need a more sturdy build.
