The devs have already stated that no further ATs will be unlocked by getting characters to 50. They realized that was a mistake with the hero Epic and only did the same with the villain Epic for parity sake.
That's not to say there might not be a new Epic AT (which is of course just speculation), but getting to 50 definitely will not be the way you unlock it.

This is marketed as a boxed expansion so should atleast have 4 new AT's if not they should publish it as what it should be an ISSUE not a new box

I really don't think you get to decide what has to be included to make it an expansion.
I think that will be decided more by how much work is required to bring the new changes to the table.
I am amused at all the people with their own axes to grind.
"If it doesn't have more proliferation, it isn't an expansion!".
"If they don't give us Dual pistols, then it isn't an expansion!"
"If they don't fix the things I think are bugs . . ."
"If I don't get ponies . . . "
I guess I think the resounding "SQUEEEEEEEE!" from most of the population, from what we already know, says, "Oh Yah! This qualifies as an expansion"
Sorry if something you personally wish for yourself in the game doesn't get included.
(Oh, and characters on each side gain access to many more zones too! and in a way that doesn't thin the population in each zone.)

This argument makes absolutely no sence to me. "Last expansion gave us at least 4 new ATs, so this one should too!"... It's most likely that the ability to transfer each and every AT to 'the other side', where they normally do not exist, will be considered sufficient for "new ATs". Although - The possibility of what level is required to adjust your character's moral compas might be a bit limiting (Not a bad thing); but those hoping to play a lvl 1ish MM, and port him over to blue side immediately might have to think again (And... how would PPPs work if you went 'good' early? you'd have to go back JUST to get your patron )
And technically even CoV, as an expansion early on - WAS an 'issue' when it was released. You just had to buy the box to get to use most of the things included with that issue.
This will likely be the same. Any power proliferation or new powersets the "issue" releases will be available to everyone. But if you want to port characters from one side over to the other? You have to buy the expansion code for that. Of course, we know so little at this point; For all I know, we might have the ability to START new characters in Praetoria, with a neutral moral compas.
And honestly? We get so many free issues with this game that we're fairly spoiled. (Granted, Sexy J does such a good job on those bonus pack costumes that I can't resist shelling out the a few more dollars.)

Unlike City of Villains, which was also a stand alone game, Going Rogue is a pure expansion. As such they don't have to add any new ATs. The expansion is based upon the idea of switching sides, which means the current ATs will be able to be used in different ways and on the opposite side of the coin. That doesn't mean they won't add any new ATs, but they don't have to.
I believe that someone found mention of a Spy AT. No guess how they'd work (stealthy Blasters?) but if they are coming, then they'll either be available to both Red and Blue, or be a Praetorian only AT.

There has been no mention of a Spy AT recently - most recent I think is that old survey from last year.

In the leaked August survey (which is now looking pretty damn accurate) it also mentioned a new costume creator that will allow power color customization, and a ton of new missions that will be used when characters want to change their moral compass. May involve a new Spy class, too.

Having gone back and read what was posted in that article, it appears to be (at this point) pretty much dead on. It even has a section in it that describes the mission architect! Now Going Rogue is coming....can the space battles be far behind?

I have a feeling the side-switching will only be available for ATs created once the expansion is live. The short movie for the expansion gives the impression those who are given the choice to switch gradually from good to evil are Praetorians.
The expansion might contain story arcs and task/strike forces that are made to either facilitate or prevent a full scale invasion by Preatoria.
Then again I'm a n00b.
