Not realistically possible. There are only two ways to determine server population, by total characters existing on that server or by total players logged in.
Using the first method wouldn't work because of the thousands and thousands of characters created and not played (whatever the reason) on every server. There would be no way, at all, to get an accurate count and determine the real population using that kind of statistic.
The second method wouldn't work because different servers experience different population plateaus at different times and different days, so the only way to create a fair "bonus reward" structure would be to make it dynamic. However, in the process of making a dynamic reward system, it easily becomes exploitable. One could, for example, simply wait until late at night or early in the morning on some servers, when there are fewer players, and gain the bonus despite the server not being "low population".
Additionally, this would result in the entire reward structure fluctuating constantly, which would be likely to annoy many players. And it could also be viewed as much a penalty to players on higher population servers, or for playing during "peak" times on servers, as it could a benefit for playing on lower population servers. And that would really tick off a lot of players.

Maybe if you headed down to the Guardian server forum, and ASKED NICELY when people were on, and if they'd like to arrange some strike forces? You might actually be able to find people who would be willing to put up with you long enough to do one.

Nope this was not a prob till server transfers. So i should not be forced to PAY to switch server to get same game play. Shouldnt be forced to start over ether. I am thinking that if they put in this system it would give people more of a reason to play on other servers. And balance it out.
Make it one dot give triple xp. 2 dots give it double xp. 1 dot is normal xp. Then ppl might want to play on are servers. And if not then we at least get same game play b/c 1 to 22 wont be a grind fest. B/c you cant find teams.

People haven't really left Guardian. I have 12 characters there, and I see lots of others when I log into that server. Heck, I even paid to transfer one character there from Champion, I think, because she fit into that SG better.
As far as your challenge to move a character to a low pop server and see how long it takes me to want to move to a high pop server - well, that would be kinda funny, since I have been playing characters on low pop servers from the time I first started playing to today. I started on Liberty 4 1/2 years ago, made characters on Guardian a few days later, and then branched out to Champion, Pinnacle & Victory. Most of those characters are still there, and have been joined by siblings. I guess they are there to stay.
95 hours playing in 7 days - seriously, try doing something else for a while. Sitting at your computer for over 13 hours a day is not healthy.

I look at it like this: I love playing repetitive, stupid games. Pachinko. I have a 55+ year old pachinko machine, the old fashioned kind with the flipper you actually have to use your thumb on, and though its bells and lights are dormant it still makes quite the racket.
I can play that thing for HOURS. Just flipping a thum-bar, and watching balls hit little tiny pegs and sometimes moving into the jackpot holes.
I look at this as a game of verbal pachinko. I know I'm going to say the same thing over and over, because sometimes the result might be a jackpot
Whether that means someone actually thinks I'm right, or I get something that I can put in my sig line to quote... doesn't matter.

There isn't some impossible 'gap' between the forums and the game. In fact, the developers have been working hard to close that gap, with constant links to Developer announcements on not only CoH announcements, but on the Updater announcements. Crazy, I know, right?
And, guess what else? The developers aren't Gods. They're people like you, myself, and every other person in this forum that posts, with the addition of greater insight to the game, and it's mechanics.
Your suggestions aren't issues of game mechanics, they're issues of COMMON SENSE, which you've failed to portray, despite all of this time you claim to spend on the game with a stoned look on your face, and eyes that are maybe 3 minutes away from being glazed over.
You need to breach the gap of COMMON SENSE before you get into MECHANICS.
The developers do NOT think of 'Can we do it?' before they think of 'Should we do it?' That much I know for a fact. Because that's how common sense works.
