how can I waste a powerset on a villain?
I usually go with regen and put that on easy. All they really get with that is extra hp, but apparently that isn't working so well for you.
I suppose in your case you could give out some stone control. That'd go well. I dunno about in general, though.
If memory serves, Willpower on the low setting gives out very little in the way of defense on a minion.

When it comes to people talking about the difficulty of an MA custom critter, I'd be *VERY* careful about making changes based on feedback. You never know the skill level of the player, and could be ruining the challenge which makes your mission good.
That said- I find fire armor, at standard, to be fairly decent. Another consideration is to equip your minions with a healing secondary.
Be careful with the healing. It makes fights difficult until people realize what's going on.
the boss in the villain group has pain control.
I am planning on toning that down (it is probably set to extreme right now).
The problem is that my testing doesn't show what a group encounters.
You can ask people along to help you test in test mode (just make a team like normal). Hard to find help sometimes but worth asking around.

Regen on the Standard setting only gives them the passive powers, which includes a weak regen buff, some small resistance to Smashing/Lethal, and magnitude 2 stun protection. Pretty weak overall.
Feedback on difficulty is good and all but it needs to be taken with a grain of salt. Sometimes it just turns out that the complainer is a wimp who probably has trouble with the normal game content as well.
If you need to see how difficult they are on a team, just form your own and see for yourself.
Expect? No, that's too much.
Hope for and ask? No problem there. Go to one of the more populated MA buildings, like Atlas, and put out a polite request in broadcast. There's people around willing to help out. There's people sometimes that that's all they're doing. It's a pretty helpful community.

If someone's having difficulty with a minion with "easy" regen, there isn't any help for them. That's the set I use when I want to "waste" a power set, and no character I've played has had any difficulty against such characters, even ones with primarily lethal or toxic damage.

I'm pretty sure standard difficulty willpower also gives +perception. You may not want every spawn in your mission seeing through stealth.
Aside from Regen, are there any other secondary powersets that people recommend as "minimal"? I have a couple minions I'd like to make sure are MINION level (after the accidental Super Reflexes debacle), but I'd like variety!

Form Arc Trading teams.
Form the team, make a list of one arc everyone has made, then take turns running through all of them as a team. If you run out o time, everyone promises to finish trying the arcs on the list and send feedback, so everyone knows who lived up to the bargain.
It's fun! Nothing like giving or receiving instant live feed back on your missions, and seeing the tactics people will come up with to handle things.

Regen's probably the best bet, unless you wanted to add an additional attack power instead, like Earth Control.
Just remember, you won't be able to please everybody.
All of the custom critters I make come with power sets pre selected, because they have a pre existing backstory, at least in my mind. If they turn out to be fairly tough (IMHO), I just note that in the arc description.

I found I had regen at medium with the self heal on, instead of minimum. I reduced it down.
I've had some luck with defining a minion to be ranged or melee, and then giving it power sets such that it has only one attack appropriate to its defined range. If that attack is in a secondary power set, so much the better. It doesn't so much weaken them as cause them to spend a lot of time running around trying to find the right range, which indirectly results in a lowered DPS from the minion.
I'll second the willpower choice. WP on easy on a minion is almost unnoticeable. Regeneration is similar, though.
That's funny, because in beta test people were saying that willpower made the customs really hard to wear down.

Plus it's an easy way for everyone involved to get some ratings, and possibly point other people towards your arc.
I learned quite a few things taking a few teams through mine, like for example that predominately hero teams were having a much harder time with my customs than a villain heavy team.

Tank secondary for melee attacks, blaster secondary for more melee attacks. That's what I use for an easy custom. Still hard on relentless solo though.

Careful with that - when I only had two custom minions, I ended up with about 37 web 'nades on my flying scrapper. It blew.

So in this case, and in general - if you just want one powerset really - what's a good second powerset to take which won't make them too powerful or alter the feel of the villain?
