The City Scoop! ~ Discussion ~ August 29th, 2008
First first post after a red name!
Great scoop
Although I'm a bit confused regarding the comic strip..
No offense, but the strips haven't made much sense to me for a while.
Also--no Arbiter Fabulous!?
There are no words for what this community, and the friends I have made here mean to me. Please know that I care for all of you, yes, even you. If you Twitter, I'm MrThan. If you're Unleashed, I'm dumps. I'll try and get registered on the Titan Forums as well. Peace, and thanks for the best nine years anyone could ever ask for.

Hmmm.... DJ Blue... hmmm.... base that is almost entirely shades of blue. HMMMM..... Coincidence?
The contest sounds neat! Though it was kinda rough reading the instructions. I kept getting distracted by the sweet Frost Elf picture. Wow.

There are also Damage Resistance Debuffs that make something take MORE damage. These are commonly Sonic, Acid, and occasionally Radiation based powers. Debuffs are typed, but they usually apply to every damage type. These add to the base of 100% damage taken, in the same way that Damage Resistance buffs subtract from the 100%. Damage Resistance powers and buffs help to resist Damage Resistance debuffs. A squishy with no Damage Resistance hit by a 30% Debuff will start taking 130% of all damage. A Scrapper with 67% Smashing & Lethal Resistance only takes 33% of the Smashing and Lethal damage they're hit with, and 33% of the Debuffs. They would resist 20% of a 30% Resistance debuff, and only be affected by the remaining 10%. They would end up taking 43% of the Smashing and Lethal damage or Debuffs that they're hit with.

It should be noted that this is only true against even +0 con enemies since -res debuffs are effected by the Purple Patch. Also refer to Culex's enemy resistance spreadsheet for the base resistance of almost every enemy in the game (doesn't include powers like Unstoppable and such).
Formula is:
FINAL RES = CapCheck[ ( RES BASE + RES BUFF ) - ( RES DEBUFF * PURPLEPATCH * ( 1 - ( RES BASE + RES BUFF ) ) ) ]
Res caps varies from foe to foe with the max cap being 100% and the cap is applied after the formula above is done. For example, Ms. Liberty as a 90% res cap but Honoree has a 100% res cap.
The power attributes window will however deceive you though with -res debuffs since it will only show the true final resistance but the debuff values wrongly display as unresisted and only effected by Purple Patch.

Sorry, I find the idea of a "self-help" program for characters that are endurance hogs -- hilarious. I also find it hilarious to think that such a program would be specifically designed for blasters (who tend to need to work on endurance management quite a bit). The idea that this program would be only 10 seconds long (and thereby most likely completely ineffective) -- to me, is also hilarious.
Not everyone is going to "get" every strip I make, so I apologize if you didn't get this one or any previous strip. I'm more than happy to explain them, though
I've found one problem in the article on New Haven. It's something that I've seen repeated on other sites dealing with badges in Cap au Diable.
You cannot enter the WSPDR building and ride an elevator up to the roof to get to the Media Junky badge. I tried yet again on all four sides of the building, and on all four sides I recieved the "You cannot enter." message. I should know, I tried this with a toon when I first read this years ago - and nearly got my butt handed to me by Goldbrikers - and again just last night. I had the same results both times.
Thank you.

I'll attribute the writer's mistake for the fact that during a the few missions set in an instanced version of the area you can actually reach the top of the building by entering it.
You are right however that you cannot enter the building in the regular Cap au Diable zone.
