i bugged range debuff to less-than-zero thing awhile back.
no official response.
as for the hurricane -range stacking with itself, however, i'm not sure that's what's going on. if it were, one person with hurricane would be able to reduce your range to less than zero with several applications of the power. and i've never seen that happen. i think what's stacking in the case of hurricane is the mag of the KB.

I've had a single hurricane stack two debuffs on me, but I don't recall under which circumstances it occurred.

Well, when fighting a single stormies, the hurricane icon will come up twice if the stormie does it right. Granted the stacking doesn't last very long, its still there, and multiple storm teams, it can get very drastic.
Good thing the devs didn't respond to you. Know we all have a reason to come to the forums and complain about it.
