No. Those are trenchcoats.

There are Kheldian (PB) NPCs that we have to fight now!
They are trenchcoats, but the devs have sidestepped the nasty clipping issues by making them basically a jacket combined with a waistcape sort of tail. Not perfect, but a trenchcoat that doesn't clip all the same. As I pointed out in the other thread, they may be the vanguard, who we have heard so much about but never seen.

looked like the patron power you get from ghost widow, depending on your AT you get a hold her spirit thing.
Looks nice, like that the Paragon police finally got upgrades.
Its Ghost Widow's Soul Storm - she used it in the COV trailer on one of the heros
From Patron Powers List:
Soul Storm - Like Ghost Widow, you will be able to summon the souls of your victims to do your bidding. Soul Storm enraptures a single target, holding them while their life-force is drained from their body. You must have one other Soul Mastery power before selecting this power.
ahh thought it was but the colors were a bit different then in the cov vid. Too bad i dont have a toon that has good concept to match ghost widow patron pools.
