Suggestion - include the min/max levels for each, so we know how much we can train up before we risk missing an arc or badge.

Slight adjustment to your chart. In both Beta and Live I got the Fortunata contact from Marshall Brass. Perhaps she's just a level minimum requirement? I.E. all three contacts will send you her way.

Even if you just speak to her she will show up as a contact but won't give you a mission until 15

We need more info out there about these Contacts - I am level 18. When I got 15, I was doing missions from Willy Wheeler, who gave me Seer Marino as a Contact, I did her missions, and the rest of Willy's, and was without a contact at level 18. I did more Newspaper missions, after my next heist, I pick another contact - Dmitri or Dr. Percey. I pick the DR, because I see she has a badge mission. I go talk to the Doctor, still level 18, and she won't give me any missions, just passes me on to Marshal Brass...
Is that intended?! I JUST got her as a contact...

I think Dr Shelley has a bug, I went to her at 15 and she brushed me off.
Actually, it seems that the first Cap contacts are outleveled at 15 at the least. However, they won't give their next contact until 16.
I got Doc Percy at 15 (I did her stuff in Beta, so I picked her as my third broker contact, after doing all of the other two ctontact's missions), but she didn't introduce me to Brass.
Now does Willy or Golden introduce you to Brass after a while, or is there a bug with Percy not doing it? =0_o=

I went back to shelley when i was 18 and she introduced me to brass
Golden Roller introduced me to Seer Marino...
(oh and that sucks that you can go all the way through that Arc, and should Wretch die, no souvenir)
what about Veluta? she gives 2 arcs. requires the privateer accomplismsnt badge, hunt errr trap 50 ghosts at the fort in PO. her first arc has a lvl limit of 10 i think, and her second one seemed to be 10-15.
For Veluta Lunata, I went back after getting the badge at level 22 and she gave me a story arc.

Dmitri Krylov is listed as a 10-15 contact with two story arcs.
I am level 15, and just finished his Vahzilok arc (started at level 14)
He won't give me any more missions period, which means no Spetznaz story arc (his other arc) for me.
Peter Themari, another 10-15 listed contact WILL give me his second arc AT level 15.
