I thought Ied just like to add a little something about what I read here. There was an idea of players having abilitys that will grow or shink there charicter. Where one of the devs responded "How will they fit through the doors of missions?" Well whos to say huge villains need doors? The Hulk didn't use doors, he made them!

Just like flight has its limited uses indoors, so might super-sizing your hero. There could be a cap on indoor growth based on room size or ceiling height?
I think the variation of camera angles might get a little restrictive if a hero is allowed to grow too large in a small room.
Shrinking would be better than growing for CoH, I think, because of the damage caps in place. I have a hard time picturing a 9 foot hero punching a common purse snatcher and doing partial damage. By all rights, you should need a paint scraper to get what's left off of the streets. At least having a little gnat of a hero dishing out "normal" damage would give the illusion of having a truly super-powered hero.
Yeah, that'd probably work a bit better. But then again, would the shrinking and growing powers be permenant? They could just be timed powers, like for two minutes you grow huge and take less damage, deal more damage, but are much easier to hit. For two minutes you shrink and become harder to hit, a bit faster, but take more damage. That sort of thing?
I got a cool idea today, although I know it'd never be done. What if for when you build a base, you attach an .mp3 to it to play whenever anyone enters it? I can just think of all the awesome eletronic songs I would put in mine...
Personally, I would make the power toggle-based. As long as you have enough endurance to keep the power going, your size remains as desired (huge, tiny or somewhere in between). If it's the basis of the powerset, there may be more than two choices (subatomic and gargantuan? :P ).
Ideally, you'd be harder to hit when small and easier to hit when large. To make up for the defense penalty when you're large, there might be a damage bonus to compensate for it. Big heroes should do big damage, but they're vulnerable to more damage too. Smaller heroes would do normal-sized damage, and get a considerable defense bonus. In general, shrinking would be good for blasters, controllers and defenders, while growing would be more appealing to tankers and scrappers--but I think the original intent was to have a single archtype that could do both.
instead of a full powerset for growing/shrinking, why not make it a power pool. since bigger characters take bigger steps, growth could work as a travel power. the first two powers would be the actual size-based powers, the third would be a permanent power that buffed you differently, depending in which form you have on at the time (in addition to the normal buffs), and the fourth would be a melee attack that had a different animation and effect depending on current size (example: when big, it's a giant punch w/ knock back, but when small, a flurry attack with stun). both the auto power and attack power would require size change to work. giantism would only be possible if there was room, otherwise, it won't activate.

this is a little off topic but, i wonder, is the extra arms/recluse spider legs going to be included, its been bugging me, and if they are included how will they work. primary, secondary, or travel. i could see you using them to climb buildings/walls/walking and i could see them used as a defense and offense. you could have a rocket launcher, blade, drill, laser, shield, electrical attacks, bubbles, and much more.
I enjoyed your post very much and as everyone else I am anxiously awaiting the release of City of Villians. I was wondering are you ever going to make the base an option for the lone hero? Batman has the JLA base and his batcave for himself. I think its a wonderful creative addition to the game, I just feel that eventhough its cool for a SG, the only person who will enjoy the creativity of thebase creation is the architect. I know with costumes I have spent many hours just sitting here going thru styles, colors and such. So IF its not currently looked at to allow lone hero bases please consider it. My thoughts in that vein;
Growth
6 Ogre - +1 ft. height, +bulk, +Melee Defense, +1 ft. Reach for Melee range powers (such as Brawl, Boxing, Dark Melee, Broadsword, War Mace, Energy Punch, etc).
6 Giants Vigor - +50% self-heal and self-purge removes status effects. Seems to swell in size momentarily to break free of effects and revitalize life-force.
14 Jotunn - +3 ft. height, +bulk. Moderate Melee Defense buff, +3 ft Reach to Melee range powers, speed increase as Swift.
20 Titan - Double height, +bulk. Moderate Melee Defense and Resist Physical Damage buff, double reach for Melee range powers, speed increase as Swift.
Shrinking
6 Dwarf - Shrink to 4' or 3/4 of current Char height, whichever is less, Reduced run speed, reduced damage, but lower Aggro range and minor Defense buff. Another version of Stealth, essentially.
6 - Mighty Mite - Toggle, when activated drains some Endurance, but allows full movement speed and damage when Shrunk.
14 Imp - Shrinks to 2 ft, increases reduces Defense and reduces Aggro more than previous version, but also reduces movement and damage dealt commensurately (unless Mighty Mite is active).
20 Pixie - Shrink to 1 ft height, increases Defense and reduces Aggro more than previous versions but also reduces movement and damage dealt commensurately (unless Mighty Mite is active).

When heroes set up a supergroup (SG), the SG is actually a SG of one person until the SG creator starts inviting other players. Following that line of logic, my understanding is that bases will be available for the solo hero, but the expense will seem greater because SG base costs will be spread over the the entire SG roster via a mechanism yet to be disclosed.
The option may also exist for heroes to create a personalized lair even though they belong to a populated SG that has it's own SG base. I'm sure this will come up and be looked at during the beta process. Good question.

I saw an article in Computer Gaming World July/August issue that has CoV on the cover that tells alot about the game that might be of interest and it comes with a DVD of the second trailer.
I really grove on the personal base idea. Think it can add a lot more content to character development and even give opportunity for more missions and what not.
Think of it this way. You scrape up enough influence to dig out a whole in the wall, and now it's time to accessorize. You've had your eye on this really sweet lab that you want installed. Well, you go down to your local Labs R Us store and Igor, the owner, tells you, "Yeah I can sell you this stuff, but hey youre a hero, right? I'm having a problem with some people stealing my stuff. Think you can stake out one of my local warehouses to see if you can catch the guys? I could even cut you a really nice deal on what you want if you do this for me." So, because your purse is feeling a bit empty after buying that whole in the wall you call your lair, you take Igor up on the offer and save his merchandise. In return you get a really nice, almost at cost deal on setting up your lab.
The other really cool idea behind this is what if there was an aggression meter for certain enemy factions and when your hero inevitably pisses off one of those factions, all of a sudden they are taking such an interest in you that they are setting up ambushes for you at your base. To put a little more logistics to this. You go to Joe Blow that has the inside scoop on the Carnies, and you've helped Joe out a lot. Joe all of sudden calls you up on your cell phone and he tells you, "Hey man, I heard the Carnies have really gotten a wild hair up their butt about you and have decided it is time for pay back. You might want to get over to you base pronto because they have plans of trashing the place." So now, you have a timed mission you can choose from your contact, and this in turn makes your base the instanced mission. If you chose to accept it then you run the chance of the carnies trashing the place and having to rebuild your base. However, if you beat them then you get a souvenir in your base plus maybe even the ability to enhance your base even further.
Just my thoughts on the personal base stuff (and by the way if there is a thread floating around some where that is already discussing this please point me in that direction).
P.S. Wonderful job on compiling all that info in an understable form, Clint. I've been scanning all the facts on the boards and reading articles for a while now and there was still a bunch of things that you posted that are first time knowledge for me. Kudos dude.

Nice hyperbole. Hate to break it to you but for both I3, I4 and now I5 I have been sitting... for months.... waiting for the next issue for more content. At the same time my play time has dropped dramatically. If you think that double the content at the current snails pace is going to overwhelm someone you're sorely mistaken. Go play AC with monthly content updates to see how fast content comes out and how little people get overwhelmed with content coming that fast. Simply put unless CoH and CoV both went to monthly updates with the releases staggered every 2 weeks your proposed problem will not be releazed by the majority of players.

I'll own up to some playful exaggeration on occassion. I assume most people can tell the difference between me being 'clever' and me keeping to just the facts.
On another note, if there was nothing you considered worthwhile new content in I3 or I4, then you must just be burnt out on the game all-together. Obviously, the fee question is not the problem, the whole game and the direction it's in is not to your liking. The 'CoV Primer' was not written to appeal to that mindset.

As I said, The 'CoV Primer' was not written to appeal to that mindset. I question your grasp on what the mindset is for "the majority of players", as it does not reflect my experience in-game playing in pick-up teams. Maybe things are different on your server.
This may have already been addressed, but I was wondering how they were planning on integrating CoH into CoV for the beta test, will they bother? Will they allow long time subscribers to copy characters onto a beta test server to try out some of the interaction?
No word as of yet.
Speculation is they will hook up the beta server to the Training Room, and there is your two test servers.

to me i think that cov should!!! be free online game play for us coh subscribers. ok its not enough that we bought coh but now we pay a online fee. so if a coh subscriber has coh and pays his/hers 15.00 a moungh that means that if and we wana get cov we may have to pay more money. that is just plain wrong. its not enough that we spent 40-50$ on the game na they whant to charge us to use it now thats new. i play coh i dont have a problem with the fee but i do wana get cov and i dont fell like payinig more money just to play it. i know that every one else that is going to get cov thinks that same thing.ok would you wana pay more money to play a game even though your a member aready. i mean i know that htey have to make money some how but plz think of your costumers and not your selfs.
Actually I'll be getting COV and I don't feel the same way.
Of course I'll also likely be dropping the COH subscription as I've been waiting a while for this.

Realy im going to be getting it and i could care less if its 5,10 or 15 dollars more if its a great game that will keep me interested and keep me into it and enjoying it than ill pay, not everyones a cheap [censored] like you sorry, but its true, and ill be paying for wow so i could care less realy.
