I have been playing wow and other MMO's along the road. -
fire used to be a very viable choice, it isnt anymore. After the dmg got nerfed, its just [censored] for PvP.
Either you get primal, ice or mind depending on what you wanna do.
Primal adds more control, ice adds more surviablity (hibernate), and mind adds psi resist which is awesome against rad/psi's. -

Its not a must take power IMO. -
What you need if you wanna PvP:
From Primary - Ice bolt, Ice blast, bitter ice blast and Aim
From Secoundary - bonesmasher, total focus, boost range, build up.
The rest of your power slots are used for min/maxing.
Min/maxing for duels Aid self, power boost, unsuppresed movement (cj and hurdle), fast suppressed movement (SJ and SS), acrobatics and stamina. Either you take snowstorm, the ice shield and hibernate OR you take force of nature, temp. invu and the bubble. The rest of the powers you take, are pretty much up to you. There is perhaps a power or 2 left, Im not counting.
min/maxing for teams Assault from the leadership pool (taunt resistance), unsuppressed movement (CJ and hurdle), fast suppressed movent (SJ and SS). The rest of the power choice are set by your team, heck you can even roll without stamina presuming you 2 kins on the team.
When a PD's make his/her build, he/she makes it after the setting where you are most likely to find him/her. Captain Freon has a duel build on live, Frozen Electrum has a team build on live. -
You main weakness is slows that means controllers, corruptors and defenders with that kinda powers. Other than that you pretty good. Have fun.

What kind of PvP are u thinking about? Arena, zone, what?
Some general advice.
1) Get some IO's/HO's. This is the most importent.
2) Dont slot parry with dmg
3) You only need 2 jumps in SJ.
4) Considder getting hurdle and combat jump slotted with 3 jumps each for the unsuppressed movement.
5) resilience is pretty much worthless except for the stun resistance. The added resistance enh. wont give ya much, so 1 slot only.
6) The defence debuff in LBE is kinda poor, so use it for dmg instead. Its your only ranged attack!
Scrappers are pretty poor in the arena. Lots of builds just own them 1in1, eg. Rad/sonic defenders.
If you ever start doing team PvP, pretty much noone uses scrappers. Dont get me wrong. I love scrappers and I even have 2 lvl50 scrappers. At lvl50 when everyone has a smash/lethal shield, you just dont do enough dmg, unless you get some really lucky crits. They dont have the dmg to kill, they dont have the taunt of a tank, they cant buff others which leaves almost no role for them except a stupid jack of all trades which masters none.
Oh yes, they might work a bit in Warburg or RV, but thats it . -

I recommend you look at your build again, and find room for SJ and SS. -
2 microfilaments exposure HO's in both SJ and SS if you want the slotting too. You can get by with only 1 micro in SS if you have swift.
