My vote would be a elec/shield scrapper. BU + LR + SC = A no crash ranged blaster nuke. Well that and every incarnate gets a great crashless nuke.

How many players would be willing to forego an issue (of major size, not just a .5 or update or something) of new content and whatnot, STRICTLY for the purpose of the rednames throwing all available resources that would normally be allocated to an issue at updating/QoL changes?
This could include stuff like:
- Fixing all the spelling/grammar mistakes. Since QA won't be testing new powers or maps or graphics, put them to work.
- All maps, NPCs, groups, etc, get added to the AE. Paging Dr. Aeon...
- Those items in the longstanding "known issues"? Fix.
- All the numbers-crunching to balance/fix stuff. Arcanaville, you're ready for your closeup now.
- Lore fixes - now's the time. EVERYTHING is adjusted to fit one proper, intelligent, well-thought-out timeline. We know the devs read the ParagonWiki - hit the In_game_Timeline page and start from there.
- Costumes - Dink, we love you. Time to make sure that parts are available across the genders. THAT INCLUDES GIVING MEN THE VENUS SYMBOL AND WOMEN THE MARS SYMBOL.
On the other hand, this COULD be the ideal issue for dealing with both issues - especially if the response for bases is to implement something like, say... "Legacy" vs "New."
Legacy bases - they stay as they are. No support, no new stuff, nothing. You get to keep your old base, but you keep all the old problems.
New bases - new tech, new stuff, problems fixed. You have to rebuild from scratch, but now you get access to all the spiffy stuff.

What do you guys think? Would you 'sacrifice' one issue's worth of new content if it meant all those irritating little detracting annoyances that diminish the game bit by bit could just be FIXED?

Clearly Mr Peck is deciding to be very unhelpful today. Right. Fine. I'll ignore the...man and go to another contact he gives me, Dr Trevor Seaborn. Another one I don't know, maybe HE will have some actual content with, heaven forbid, a plot and a point.
'Go to Perez and fight Hellions, despite them being below your level' OR 'Go talk to the Skyway City Security Chief so you can hunt 10 Trolls.'
What. The. Hell. Guys. What is it going to take to cut all this old junk out of the game for good? For one, the Hero Corp Analyst should be covered, surprised surprise, IN THE TUTORIAL. If, you know, the Tutorial covered anything at all, rather than being 'Look, Shiny new Shivans!!'
I just....I honestly don't know what to say that is actually printable. For the love of sanity and sense, Get. Rid. Of This. Junk. It has NO place in a game that has the new Atlas, Mercy and Praetoria, let alone First Ward and the quality content like that. What the hell will new players thing, going from the polished and story-rich content to suddenly doing THIS crap?! All of my Why?
One of the reasons why I haven't done the content in First Ward again is because of the silly hunts. -
I think Z figured out how to populate pvp zones. Have members of Paragon Studios show up in a pvp zone.

Force Feedback +recharge proc in Footstomp. Build for recharge. No need for expensive purples. Buy a few purples insps and a bunch of reds and chew them down like they are going out of style. Then make a macro to convert other insps to red/purples. Lotgs, Miracles, numinas for recharge and end rec. It shouldn't be too hard to get double perma rage.
Once you get rolling with lots of red insps more drop and it just keeps on building. +1/+2 diff is good enough, you want to play at a level where you kill fast so the insp drops keep you at over +500% dmg.
(Yes, you are going to spam footstomp and burn) Blazing aura will be on all the time. Other melee attacks should use crushing impacts for the 5% recharge.
Yep, even my cheap Basic IO ss/fire farmer was still pretty good with just Force Feedback +recharge. Over time, I did upgrade stuff and get T4 incarnates. -

Every now and then some friends and I get together and arena for fun - and it is fun because we don't treat it seriously or get angry and start trash talking each other.
I actually preferred pvp issue 7-9 with SOs when it actually took skill. And to those who whine that Issue 13 killed pvp - no the pvp community killed pvp. Back in the day pvp was about skill and people would actually gratz others when they were beaten - now it's all about slinging profanity and nothing more than a huge pissing contest.
If you want a sample of zone pvp - watch the Arena Chat channel for about an hour - the complete infantile "conversations" will show you the maturity level of the pvp community.
tldr;
the pvp community is rude and the lack of rewards make pvp not worthwhile.
I'd rather the devs wisely spend their money on pve content than waste time on lolpvp. -

No, its clearly on your end. If the CoH software was crashing on everyone every 20-30 minutes, trust me, these forums would be overflowing with complaints and the mods would be in full damage control mode.

465 was not one of the better cards being the 3 third tier GF100 (A failed chip not good enough to be a 480 or 470). Go with the 460 or 560.

well consider how low damage ice/ta is at lower levels. You WILL need help because solo will be a long slow slog. On a small team its best to max out resources. If all 4 players are controllers with assault, that is a 60% damage buff up 100% of the time. That's nothing to sneeze at.
If people go by the "oh make the other guy take leadership" you will see teams with 8 players all support types and no one with leadership. Quite sad. -

You skipped Frostbite which is an Immob, but took Shiver which is -movespeed and -recharge.
Your recharge is 72.5% without haste. Which I think could be a lot higher since you did not slot for defense at all.
I just don't understand the "mitigation" of this build, unless you are simply relying on your control powers hitting 100% of the time and never getting surprise attacked, flanked, etc.
Flurry is just a slot mule.
Surge of power is made marginal after Destiny Barrier.
Frostbite > Chillblain
Aid Other + Aid self - just use greens.
Lack of leadership is criminal.
Arctic Air > Shiver - Arctic Air is up all the time. Shiver takes up valuable time while AA you just need to move in range. That alone gives you more time to do other good things.
Edit: Most of the builds here lack leadership. That really makes me sad. The bonuses are up 100% of the time*
*while others are correctly in range. Not for scrapperlock who is on the far side of the map soloing. -
Ok, now that is helpful information
So we can now determine that the problem is not hardware and not CoH however, it is repeatable on characters created pre i22 on the new machine.
Well, the first thing I could consider is blowing away the CoH app data, possibly some of the data from pre i22 characters is corrupted there. There were some bugs with trays and maps being reset.
Users>"login name">appdata>local>ncsoft>cox>Visited Maps.
try deleting the visited maps data and shader data. -
It would make about as much sense as sticking in a V12 from a Ferrari into a Ford Pinto.
Edit: The P4 was a hot, slow and awful design by Intel. The Core 2 Duo was a huge step up from that gave intel the CPU lead back. AMD has been playing catch up since. Even the Core 2 seems a bit long in the tooth to me. -

Support for 7770 started with 12.2 I think.
Good to see someone with 7770. 12.4 might fix some of the stability issues, you never know with AMD these days.
12.1 seems to be pretty solid, while others had issues with 12.2 I have not. I have yet to test 12.3 -

I want to upgrade the video card to be able to play all the newer COH content without crashing. Ultra Mode if possible, but not necessary. Looking to spend no more than $200.

The card is a little shorter than the ATI equivalent. That is also a plus for Pre-built systems which don't always consider space a priority.
Edit: Looks at Spatch's AV. Yes, it should play Ultima II quite well. -
I was considering doing a blaster vs scrapper test. However, I might try a blaster vs defender test instead. I was leveling up a new kin/ice defender and I was not having any issues blowing stuff away. So, I'll be leveling up an ice/ice blaster to the same level and do a performance test between the two.
