FWIW Archery isn't terrible, it's just that most sets are better. It does have a fairly hard-hitting tier 3 with an 80 foot range and the bonus accuracy in the attacks almost directly counters elusivity. I have an Arch/EM on Justice that I use when the downie /Nin Stalkers come out to play and it does decently.
You're going to want Acro in that build, and lots more KB protection, but that's just what I'm seeing without importing it. -

Invuln has Dull Pain, which is nice for erasing an entire spike, but Elec has a neat bunch of tricks (notably really high energy resist for all the EM and Elec Stalkers out there). You've got to build Elec for knockback protection, unlike Invuln, but it's worth it. Even without a +HP power, Elec Tankers can be ridiculously hard to take down.

I've heard that defense is useless and I'll be better off going for more recharge, regen, and resist, but I'm still curious if that is the best goal.
Or maybe melee isn't worth it and I should just trick out my Earth/Storm Controller, or one of my Blasters? -

The leveling speed cap actually came into play with that exemplared MM pet farm that got nuked a few weeks back. Adding an XP cap per map would only achieve the same thing adding a ticket cap did: farmers would just exit and reset the mission once they hit the cap. All it would do it add a bit of time in to reset the mission, without actually solving the "problem" (there's a problem here? news to me).
Also: lol at the people who seem to think they know who Solo is or what he's talking about. -

This is funny, actually: I wrote several arcs midway through I14 closed beta. Was at first disappointed to discover I couldn't set the level of my missions without manually bracketing them with the appropriate level NPC groups (fixed in I15, but that wasn't the case when I was first writing these arcs). Still, I managed to get them to work, but by the time I14 went into open beta my arcs had been so badly broken (just by the changes made during closed beta, let alone anything during open beta or after I14 went live!) I just gave up. Looking back on it now, I ended up actually saving myself all the headaches I would've had to deal with by constantly adapting my arc to changing limitations by simply not publishing the arcs on live in the first place.

Wall-of-text-obvious-troll in the post above me aside, no. I14 wasn't the worst issue. Second-worst behind I13, sure, but not worst. If you're talking in terms of developer time wasted, then yes, I14 was worse than I13, but both were pretty big wastes.

It's bugged and the TP protection isn't working. It's been that way since I13, so the odds of it getting fixed anytime soon aren't all that good (unless someone can convince them to fix it with I17).

This is not a bug - the Honoree uses the same version of Unstoppable as Statesman (i.e. 100% resistance to all damage types except psionic, negative, and toxic). Easiest way to defeat him is to just bring lots of debuffs (-res and -regen are preferable, as with almost any AV encounter) and mow him down before he has a chance to activate Unstoppable (or if he does, kill him after it's worn off and before it's recharged again). I don't agree with anything having 100% resistance (except where it's warranted, of course), but them's the breaks for now.

Cold: everything except the shields and Frostworks, though all those powers are good for slotting -KB IOs (2 in each shield plus one in Frostworks gives you 20 points of KB protection). Some people skip Snow Storm. If you only have room for one of the shields I'd get Glacial Shield because it gives a bit of ranged defense. -
