Dark: Dark Blast, Gloom, Torrent (to mess up people who don't have much KB protection, if you want/have room), Life Drain. Dark Pit if you're feeling good about yourself, otherwise Spirit Shark Jaws will work to drop offensive toggles.
Cold: everything except the shields and Frostworks, though all those powers are good for slotting -KB IOs (2 in each shield plus one in Frostworks gives you 20 points of KB protection). Some people skip Snow Storm. If you only have room for one of the shields I'd get Glacial Shield because it gives a bit of ranged defense.
